Country Background:
CRS has been present in Jerusalem, West Bank, and Gaza (JWBG) since 1961 and currently supports programming in humanitarian response, urban and agricultural livelihoods, civil society strengthening, and social justice promotion through its offices in Jerusalem, the West Bank, and Gaza. In JWBG, CRS is broadly recognized by communities, donors, and other civil society actors as a leader in quality, innovative humanitarian and development programming, with a high commitment to local partnership.

Envision Gaza 2020 (EG2020) is implemented by CRS with funding from the United States Agency for International Development (USAID) to support families in Gaza become more resilient to everyday stresses and rebound more quickly from crises. EG2020 helps communities build resilience and self-reliance through the expansion of employment opportunities and emergency assistance. The project will distribute cash and voucher assistance to help vulnerable households cover their basic needs. Additionally, EG2020 will identify employment opportunities across a number of livelihoods modalities including Cash-for-Work (CFW) for unskilled or low-skilled workers, Cash-For-Internship and Cash-for-Apprenticeship (CFI/A) for skilled university or vocational graduates and small capital grants for business owners to rebuild or grow their businesses following crises.

Job Summary:
You will manage livelihoods program interventions in the Country Program (CP) for the USAID-funded Envision Gaza 2020 program, designing and implementing activities advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

Roles and Key Responsibilities:
Manage and implement all activities throughout relevant project cycles – project design, start-up, implementation and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.

Effectively manage talent and supervise project staff. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.

Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.

Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.

Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.

Help identify, assess and strengthen partnerships relevant to livelihoods interventions and economic empowerment, applying appropriate application of partnership concepts, tools and approaches.

Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.

Ensure project activities and partners follow the CRS’ Safeguarding Policy and Code of Conduct. Support staff to take proactive steps to identify and mitigate potential safeguarding risks in all program activities.

Required Languages – Professional proficiency in English required. Arabic language preferred but not required.

Travel – Based in Gaza with frequent travel throughout JWBG. Occasional travel within the region for trainings and workshops.

Supervisory Responsibilities: EG2020 Livelihoods Project Officers, EG2020 Livelihoods Field Officers

Key Working Relationships:
Internal: CRS-JWBG colleagues including: Program, Project and MEAL staff, Head of Programming, Country Representative, and Operations team. Colleagues based outside of JWBG, including those in EMECA (including the Deputy Regional Director for Program Quality and Technical Advisor, Urban Livelihoods Technical Advisor) and Humanitarian Response Department (HRD)

External: CRS Partners, other non-governmental organization, local and international, operating in JWBG, cluster and UN agency representatives, etc.

Knowledge, Skills and Abilities:
Strong critical thinking and creative problem-solving skills with ability to make sound judgment.

Strong relationship management skills and the ability to work effectively with culturally diverse groups.

Strong written and verbal communication skills with ability to write reports

Proactive, results-oriented, and service-oriented

Preferred Qualifications:
Project management experience in complex or protracted crises (e.g. small business support, job readiness, short-term employment and other market support activities) is highly desirable

Experience managing and implementing USAID-funded programming, including familiarity with USAID compliance requirements is preferred

Experience engaging with partner organizations

Experience leading market analysis to inform market-responsive livelihoods and employment programming a plus

Knowledge of approaches and industry best practices for livelihoods programming, including women’s empowerment, disability inclusion and protection mainstreaming a plus

Experience contributing to the development of technical proposals preferred.

MEAL skills and experience preferred.

Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, and ICT4D systems (e.g. CommCare, Power BI) preferred.

Qualifications

Basic Qualifications

Master’s Degree in International Development, International Relations or a related field required. Additional experience may substitute for some education.

Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
