In Iraq, HAI provides holistic services focusing on psychosocial support, legal aid, violence prevention, and social cohesion to diverse vulnerable populations.
The Project: Heartland Alliance International’s (HAI) Safe Return pilot project is a 24-month project designed to assist with the reintegration of internally displaced persons (IDPs) from minority communities, many of whom are survivors of severe human rights abuses, to their places of origin in the Ninawa Plains. This project will test the following theory of change: The successful return and reintegration of victims of severe human rights violations, combined with rapid reporting and response to current violations, and majority/minority participation in investigation and prosecution of crimes committed by ISIL, will reduce fear of violence and accelerate IDP return. This project anticipates that approximately 800 survivors of severe human rights abuses and 4000 family members and dependents will be primary beneficiaries of services. Direct services will include medical, mental health and psychosocial services, livelihoods assistance, and legal support. This research and pilot project is intended to address barriers to return that are based on fear of communal or individual violence. IDPs consistently rank fear as the greatest barrier to return. IDPs define objective and subjective risk in a complicated threat environment differently. Most IDPs fear the possible resurgence of ISIL, as well as possible human rights violations by other armed actors. Many IDP religious minorities express a generalized fear that their communities are “no longer safe,” as well as specific localized fears. In some cases, IDPs know specific individuals who committed crimes against them or their communities and might still reside in their communities. This project seeks to combine research on the fears and security expectations of IDP communities, and the impact of successfully reintegrated survivors on decisions to return for remaining IDPs who are not victims of severe human rights abuses.
Essential Duties and Responsibilities: The case manager will be based in Mosul with frequent travel to project target locations as security allows, and will work inside the center and within the community, he/she will be directly under the supervision of MHPSS coordinator from HAI technically and the center Manager, the Case Manager will be responsible for monitoring and identification of cases of beneficiaries. Duties will include:
- Conduct general intake form for identified cases.
- Identify the cases nee
- Provide robust case management services to beneficiaries, identifying needs and coordinating referrals based on the beneficiaries’ needs.
- Manage referrals, and work to develop beneficiary wellbeing with the support of mobile teams.
- Develop action plans to address the needs of the participant and follow up on the provision of services.
- Coordinate with internal and external stakeholder to provide key information necessary to ensure comprehensive services to the participant.
- Maintain timely, confidential case documentation;
- Actively participate in case conferences discussions
Communication and Monitoring & Evaluation
- Collaborate closely with project’s team members to continuously assess status of the case against the case plan;
- Ensure accurate data reporting and collection;
- Supports compilation and writing of daily, monthly and quarterly updates.
- Updating the case tracker database

Qualifications & Preferred Skills
Essential
- University degree in social science, Social work, or any other related field.
- Minimum 2 years of relevant experience working with NGOs in humanitarian settings.
- Demonstrated understanding of protection principles.
- Demonstrated experience in prevention and response to victims of torture and trauma cases.
- Experience with Windows platform, including Word, PowerPoint, Excel, etc.
- Excellent oral communication skills.
- Excellent negotiation and relationship management skills, with the ability to proactively problem solve and find solutions
- Proven ability to calmly, professionally, and successfully manage multiple priorities
Languages
- Required – Fluent in Arabic and English is an asset.
