The Project: Safe Return is a 49-month pilot project that assists internally displaced persons (IDPs) from minority communities in the Ninewa Plains who are survivors of severe human rights abuses to return and reintegrate into their communities of origin in Bashiqa, Qaraqosh and Sinjar. Iraqi religious and ethnic minorities make up a majority in all three towns and their hinterlands, which are also host to numerous culturally and religiously significant sites.
Safe Return’s theory of change: Successful return and reintegration of victims of severe human rights violations, combined with rapid reporting and response to current violations, and majority/minority participation in investigation and prosecution of crimes committed by the Islamic State in Iraq and the Levant (ISIL), will reduce fear of violence and accelerate IDP return.
This project anticipates that primary survivors of severe human rights abuses and family members and dependents will be primary participants of services. Family members and dependents either will receive direct services, such as primary health care, or will indirectly benefit from income generation activities targeting primary participants.

Essential Duties and Responsibilities:
Under the overall supervision of the Project Coordinator, the Smile of Hope Center Manager will coordinate, manage & supervise direct implementation of Safe Return activities in SHC. S/He will supervise a team of project staff to effectively Design, Plan, Implement, Monitor & Document MHPSS activities targeting survivors of trauma and torture. The scope of the work would include staff supervision, development or adaptation of training & monitoring tools, training community members, monitoring programs progress and making adjustments as necessary with prior consultation with the direct supervisor. S/He is also tasked with providing technical assistance and guidance to mainstream protection related issues across all service provision points in the area.
Key Responsibilities:
R1: Staff Management, Development, Monitoring and Evaluation
- Under the direct management of the Safe Return Project Coordinator and the technical supervision of the Safe Return MHPSS Coordinator, provide technical leadership related to project design and development, planning, implementation, and overall project management at the center.
- Develop technically sound work plans consistent with program goals and objectives in coordination with the project staff (Psychologists and Case Managers) and ensure timely implementation of the activities.
- Ensure Mainstreaming of SHEA and Child Protection Policies and regulations into the project to promote safe, dignified, and equitable access to resources and services for all.
- Support the project and M&E teams to develop project monitoring and evaluation plans and strategies to ensure timely and high quality implementation of the work plan in coordination with the center staff.
- On a weekly basis participate in a status review of the implementation of program activities.
- Take lead & coordinate Smile of Hope Center related events including donor field visits and ensure proper visibility and cobranding of USAID and HAI at the center.
- Ensure timely & quality Procurement of the center’s items & services in liaison with the Project Coordinator.
R3: Training & Capacity development
- Provide ongoing oversight, training, on job coaching and guidance to direct HAI center staff and the staff shared with DOH, programming meets best practice standards and prioritizes the safety and security of project participants and the team.
- Provide ongoing technical support and mentorship for the Case Managers and psychologists to develop professional and technical competencies in protection for survivors of trauma and torture.
R4: Coordination & Partnership
- Ensure HAI takes lead, facilitates and actively participates in the GBV Working group Monthly Coordination Meetings at the area level.
- Ensure the active participation and representation of HAI project activities in the MHPSS sub- working group in Mosul.
- Represent HAI in partners and stakeholders meetings ( DoH, or any other governmental or non-governmental entities )
- Promote a positive profile of the program and good understanding among other sectors, partners and communities about the program.
- Within the bracket of confidentiality, encourage information sharing with other units and agencies
- Develop and maintain strong working relationships with all stakeholders – Community support groups, community leaders and partner agencies to enhance multi-agency and multi-sectorial cooperation and coordination at the center and governorate level.
- Ensure the adherence to the GBV and case management, suicide and risk management Standard Operating Procedures (SOPs) by engaging relevant stakeholders in the review and updating of the processes.
- Establish and regularly review the referral systems and procedures, and update the service mapping regularly whereby participants can receive appropriate and timely assistance.
R5: Budget Management
- Support the team members to utilize financial planning tools, such as spending plans, procurement plans, and work plans based on activities and budgets.
R6: Staff Management;
- Hold regular meetings with staff to plan & address any team/individual concerns at the center and share feedback with Project Coordinator.
- Under the technical leadership of HAI MHPSS coordinator conduct technical supervision session on weekly basis with the psychologists and case managers in individual and group format.
- Monitor and provide objective feedback related to staff performance, including objective setting, Probation & Performance evaluations to promote growth and professional development.
- Provide leadership and support to ensure staff well-being, i.e. monitor and manage stress related issues by providing regular opportunities for staff debriefing to address vicarious trauma.
- Provide technical feedback to staff on weekly and quarterly narrative reports received from them, ensuring that established program targets and objectives are being met in the highest quality.
- Conduct bi-weekly case conferences with Case Managers to review case management issues and provide guidance on specific difficult cases.
R7: Report Writing & Documentation
- Guided by the Project Coordinator and M&E Coordinator, on a daily basis ensure regular update of the client database and upload of all case files and verification documents to the project’s SharePoint website according to the M&E and data verification requirements.
- Keep an updated inventory of all items in the center
- Disaggregate all data for project participants and services provided in the narrative weekly and quarterly progress reports.
- Ensure proper documentation of all project activities including all activity forms; intake forms, consent forms, case files, and success stories.
- Lead the team in the interpretation of the analyzed data on trends and disseminate the information to all relevant stakeholders for their action.
- Maintain up to date records and data about counseling activities and referral made to and from the hospital and other actors on the governorate level.
- Ensure timely project reports are consolidated and submitted to the supervisor and the information therein used as an integral part of ongoing advocacy efforts on weekly and quarterly basis.
- Ensure that activities are implemented in accordance with agreed strategies, principles, implementation plans, MEL plans, and donor requirements.
- Identify protection gaps with a view to generating ideas for future projects.
- Assist in the development concept notes and proposals in close cooperation with the Safe Return’s MHPSS Coordinator and other colleagues.
- Seek capacity building opportunities and attend training forums relevant to the position requirements.
R8: Mainstreaming the Humanitarian Standards
- Provision of technical support in linking HAI programs to relevant Sphere Humanitarian Standards and Principles and ensuring a survivor-centered and rights-based approach to all programming.
- Ensure that the HAI protection programs are implemented in accordance with HAI standard regulations and operational procedures (e.g. Code of Conduct, HAI Finance, Procurement and Operation Guidelines)
R9: Perform any other tasks as assigned by your supervisor
Working Hours
- Working hours are fixed from 8:30 am to 4:30pm, Sunday to Thursday.

Qualifications & Preferred Skills
Essential
- Bachelor degree in business management, social sciences, or other relevant degree; master’s degree preferred.
- Minimum of 4 years in an international non-governmental organization setting
- Previous experience in ethnic-religious minorities (Assyrian and Yazidi).
- Previous experience with survivors of severe human rights violations, survivors of severe trauma and torture.
- Proven center coordination and management skills with experience supporting complex projects.
- Strong interpersonal skills and mentoring skills to work effectively with center staff, government officials, local NGOs, media, and staff
- Demonstrated success in supporting effective, efficient and timely project planning, financial management, program monitoring, report writing, and identifying and procuring technical assistance
- A track record that demonstrates energy and creativity, and the ability to successfully prioritize and manage competing priorities
- Excellent verbal and written communication skills
- Ability to reside in Mosul and travel within the project locations within Ninewa Governorate in Federal Iraq, and HAI offices in Kurdistan region when needed.
- Ability to remotely communicate and support Safe Return centers.
Languages
- Essential – Fluent in English (read, write and communicate) Fluent in Arabic
Computer Skills:
- Superb Excel Skills
- Microsoft Office (e.g. Outlook, Word, PowerPoint), and other software applicable to the area of work
