Engineering Section Head



Job Description

We are currently looking for an Engineering Section Head for one of our operators in the oil & gas sector in Iraq. The job objective is to:

  • Manage the engineering work for the company’s projects.
  • Lead the engineering team of all discipline engineers for FEED design, DD design and support other sections and departments.
  • Ensure that engineering work meets standards, quality requirement, and ensure compliance the philosophy of the company.
  • Ensure leading practices and standards and guidelines are adhered to during the FEED and DD design period.
  • Coordinate and collaborate with internal and external stakeholders to ensure smooth project and support the procurement work.

KEY ACCOUNTABILITIES

Project Management

•Manage Scope, Organization, Quality, Cost and Time for the company’s engineering projects portfolio.

•Plan, Schedule, Manage and Control the company’s engineering projects portfolio.

•Evaluate and conduct the technical scheme for development of oil field.

•Provide support to procurement and construction work.

•Provide support to operation and maintenance.

•Contribute to set up and contract management of engineering contracts.

•Work closely with partners and government stakeholder in line with the applicable governance documents and contracts.

Health, Security, Safety and Environment.

•Ensure compliance with all relevant HSSE management policies, procedures and controls within own area, monitoring, reviewing, and evaluating on a continuous basis, and a responsible environmental attitude.

•Leading by example and develop a strong safety-first culture within the own and (sub)contractor workforce. Strong focus on personal safety, security, and QA/QC.

People & Contractor Management

•Establish the engineering project organization, define roles and responsibilities, and manage the activities and work performed by direct reports.

•Manage the activities and work performed by Contractors. Build good relationships with key stakeholders.

•Recommend training and development for team members to build their capabilities.

•Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities.

•Develop overview of contractor’s strengths and weaknesses and intervene as and when required exercising contractual rights.

Prepare, Monitoring & Control Budgets and Plans

•Prepare and recommend budgets for engineering work, including internal resources, and monitor financial performance versus the budgets.

•Plan and monitor engineering work through reporting, analysis and identifying variances from the plans.

•Communicate critical issues to the department manager in a timely manner with proposed solutions.

•Inform project team of reaching important project milestones.

•Oversee the engineering contractors on an ongoing basis.

Contractor Selection

•Assist in identifying the list of external service providers eligible to provide the relevant services and work with the Procurement department to issue tender as per the company’s policy.

•Assist in conducting technical and financial analysis of the proposals submitted by the service providers along with the relevant departments.

•Lead due diligence for selected contractors prior to award.

•Lead contractor onboarding sessions and manage contract startup.

•Contract holder for engineering contracts in the FEED stage.

Policies, Systems, Processes and Procedures

•Contribute to the development and implementation of the Engineering Management policies, systems, process, and procedures, identifying potential areas of improvement.

•Ensure compliance with corporate requirements on adherence to policies, procedures and instructions within own area related to all relevant regulatory directives to promote a safe and risk-free environment.

Minimum Qualifications:

  • Degree in Chemical Engineering or equivalent (MSc preferred)
  • Professional certification in engineering management or proven experience

Minimum Experience:

  • 15 years of post-qualification experience with experience in the oil and gas industry
  • Work experience in the MENA Region, preferably in Iraq.
  • Demonstrated engineering management roles of at least two USD 100 million plus capital projects.
