Under the guidance and direct supervision of the HR Analyst, the HR Associate provides support to the execution of the full range of HR services on career transition. In doing so s/he is entrusted with the administrative support of individual transition case (inter-agency moves, separations etc.). The HR Associate may supervise ad-hoc consultants engaged in HR related initiatives and provides administrative support to the Unit.

Duties and Responsibilities
|
|
1. Support to implementation and delivery of career transition policies and strategies
- Contributes to enhancement of current policies, procedures and proposals to provide an array of career Transition services and programmes to support organizational objectives and staff needs for effective career assistance.
- Supports the mitigation of institutional liability on UNDP’s behalf by ensuring that transition administration support is consistent with OHR’s career transition policies and legal jurisprudence.
- Communicates with affected staff and managers on policy interpretation in specific cases, in line with UNDP’s career transition practices.
- Researches and provides information on the current transition policies and regulations.
- Makes inputs in Standard Operating Procedures development and revision in line with applicable policies.
2. Provides support to and administers career transition services
- Ensures compliance of career transition strategies with UNDP rules and regulations, policies and guidelines.
- Implements the corporate career transition policies and procedures.
- Administers interagency moves, e.g., incoming and outgoing transfers, secondments and loans in line with applicable policies and procedures.
- Maintains contact information of UN Agencies and counterparts.
- Coordinates the staff separation process with the BES.
- Manages contracts for colleagues in transition.
- Provides advice on offboarding arrangements and policies.
- Drafts and issues official correspondence related to staff transitions.
- Presents thoroughly researched information, gathers and compiles HR data as required.
- Ensures research, analysis and consultation of cases for the informed decision-making.
- Provides administrative support to the Unit.
- Performs other HR-related services as required.
3. Provides guidance to staff in transition
- Provides consultations to staff on the career transition, e.g. the process, options, forms, benefits and entitlements, shares available vacancies and responds to staff member’s queries.
- Provides clear information, with sensitivity, to facilitate a respectful and helpful resolution of staff transition cases.
- Maintains professional discretion and maintains confidentiality, as appropriate.
4. Monitoring and reporting
- Maintains data and proper filing on all transition cases and ensures completion of staffing records in Atlas and in OHR case management system(s).
- Maintains relevant databases and lists up to date.
- Performs monitoring and tracking of all transactions related to interagency moves, staff transitions and offboarding.
- Closely monitors each interagency movement expiration and timely follows up with relevant parties.
- Prepares reports for OHR management on to interagency moves, staff transitions and offboarding.
5. Knowledge building and knowledge sharing
- Promotes self-service tools for staff in transition status.
- Co-develops knowledge products & user self-service resources.
- Ensures regular monitoring of regional HR networks to highlight issues of common concerns.
- Keeps track of practices and precedents for future reference.
- Consolidates practical experience with policies and procedures for their further improvement.

Required Skills and Experience
|
|
Education:
- Secondary School degree with at least seven (7) years of relevant work experience, or Bachelor’s degree in HR, Business or Public Administration with relevant work experience of four (4) years will be given due consideration science.
- Specialized certification in HR would be an advantage.
Experience:
- Minimum 4-7 years of HR experience is required at the national or international level.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web-based management systems.
- Knowledge of Enterprise Resources Planning systems (ERP), preferably PeopleSoft/Oracle desirable.
- Experience in the international development field and in liaising with partners in international organizations is desirable.
Language Requirements:
- Fluency in English;
- Working proficiency in French or Spanish.
Other:
- Commitment to the United Nations system’s mission, vision and values; cultural sensitivity and adaptability.
- Experience working in the UN system is an asset.
