- Role and responsibilities
The purpose of the officer position is to provide support for the implementation of logistics/procurement functions in Erbil country Office and support the other are offices of NRC Iraq.
Generic responsibilities:
- Organize all logistics process and ensure adherence with NRC policies, tools, handbooks, guidelines and donor regulations.
- Prepare and develop status reports as required by management in weekly, bi-weekly and monthly basis
- Establish and maintain good contacts with suppliers, government offices, and other NGOs with regards to logistical matters.
- Establish proper filing system of all logistics and procurement documents.
- Promote and share ideas for improvement of the Logistics function
- Ensure proper Procurement, Warehouse, asset, fleet management at the office
- Conduct frequent follow up, supervision and spot checks regarding procurement, warehouse, fleet and inventory operations of area offices
- Provide support to field offices in terms of gap filling and technical advice in procurement, warehouse, fleet and asset managements and conduct frequent field visits.
- Implement internal controls and procedures for ensuring strict compliance with the NRC Mission’s Logistics Handbook and its standard operating procedures.
- Propose capacity building plan for the logistics team.
Specific responsibilities
Procurement:
- Manage all procurement activities at the office that includes all procurement requested from the field offices.
- Manage open tenders and ensure it is complaint with NRC and donors regulations.
- Manage all framework agreement.
- Ensure daily update for the procurement tracking sheet.
Asset Management
- Ensure that procedures outlined in the NRC Asset Management Manual are implemented in Erbil Country office.
- Ensure proper recording and updating of asset register and ensure the appropriate coding and tags are placed on each item.
- Schedule and conduct physical count of assets on NRC Erbil office.
- Provide a monthly physical count/check where all assets are located and their status confirmed; coordinate with the responsible officer for tracking assets in other offices to ensure the location and status of assets that have moved between offices;
- Advise colleagues on guidelines of NRC asset and equipment using guidelines.
Warehouse Management
- Ensure proper implementation of the warehouse management in accordance with warehouse management policies and procedures of NRC
- Ensure proper documentation are kept in dealing with daily warehouse operations i.e. GRNs, Stock Release Forms, Waybills, etc.
- Ensure timely dispatch of materials to the area offices in coordination with the Procurement unit;
- Conduct spot checks
- Schedule and coordinate midyear and annual inventory for the area office
- Report warehouse movement on a monthly basis.

Qualifications & Preferred Skills

Generic professional competencies:
- BA Degree in Supply Chain management, Logistics or equivalent
- Minimum of 2 years’ experience from working as a Logistician in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Fluency in English, Kurdish and Arabic Language
Context/ Specific skills, knowledge and experience:
- Willing to travel to remote areas and to field offices, ability to work flexibly including weekends and willingness to travel and work in rural locations and live in basic conditions.
