Position Summary
HAI is implementing a 12-months protection and legal services project in Sulaymaniyah Governorate and Garmian Administration in partnership with UNHCR. The project will ensure that internally displaced persons (IDPs) and refugees in the target location can access basic legal rights and protections under Iraqi and international law. The project will provide protection and direct legal services, including legal consultations and case representations, protection monitoring and community based protection services.
The Community Mobilizer will be based in Sulaymaniyah community service center and work in close collaboration with UNHCR, to ensure all UNHCR programs maintain high standards of accountability to People of Concern in line with international humanitarian standards.
Essential Duties and Responsibilities
The Community Mobilizer will be based in Sulaymaniyah, Iraq with frequent travel to project target locations as security allows, and will work directly under the supervision of Community Mobilization Officer. The Community Mobilizer will be responsible for overseeing the work of the mobile Community Outreach Volunteers (COVs) in Sulaymaniah and Garmiyan. Duties will include but are not limited to the following:
1. Admin/HR issues
The Community Mobilizer will assist the Community Mobilization Officer in HAI to follow up on the annual and sick leaves and ensures that COVs show good attendance, and to collect the COVs time sheets every month.
2. Supervision and provision of instructions and guidance to the COVs
The Community Mobilizer will assist the Community Mobilization Officer to supervise the COVs, oversee the COVs activities in each location, and ensure full commitment to work and monitor the COVs performance. He/She will follow up to ensure that the COVs submit their monthly and weekly reports.
3. Direct communication with COVs
The Community Mobilizer will support to arrange monthly meetings with the COVs (or other ad-hoc meetings should the need be identified), as well as by conducting ad-hoc joint field missions when needed and applicable.
4. Convening and conducting meetings
The Community Mobilizer will assist to arrange monthly meetings to follow-up with the COVs, in the community service center. He/She will maintain other means of communication such as WhatsApp or Viber group.
5. Trainings
The Community Mobilizer will assist the Community Mobilization Officer to arrange refresher trainings by relevant HAI staff to the COVs on a quarterly basis. This includes Code of Conduct, safe identification and referral, PWSN, PSEA, GBV and CP, amongst others.
6. Reporting
The Community Mobilizer will assist the Community Mobilization Officer to compile and process internal reports from COVs on a monthly basis through the Database Officers. He/She will assist to arrange for monthly meetings with the COVs and UNHCR to get an insight on trends and challenges identified through the reports. The Community Mobilizer, under the Community Mobilization Officer’s supervision, will work closely with the Database Officers who will be responsible of data entry of COVs reports and reporting the indicators on Activity Info.
Language Skills: Excellent command of English and Arabic are required and any local languages.

Qualifications & Preferred Skills
Ø Bachelor degree in Social Science, International Law, International Relations, or any other relevant degree
Ø Minimum 3 years of relevant experience working with NGOs in Community-Based-Protection programs specifically in community mobilization.
Ø Demonstrated understanding of protection and ethical principles in humanitarian programming.
Ø Experience with Windows platform, including Word, PowerPoint, Excel, etc.
Ø Minimum knowledge and understanding of Monitoring and Evaluation concepts
Ø Excellent oral communication skills.
Ø Excellent negotiation and relationship management skills, with the ability to proactively problem solve and find solutions
Ø Proven ability to calmly, professionally, and successfully manage multiple priorities
Ø Ability to reside in Sulaymaniyah and travel to project locations when needed.
· Excellent knowledge of Microsoft Office (e.g. Outlook, Word, PowerPoint), and other software applicable to the area of work.
· Proficiency in using the emails.
Males are strongly preferred for this position to have a gender balance in the team and to distribute the capacities among staff members in managing and supervising the COVs.
Competencies required for the job
Physical Demands: The Community Mobilizer will report daily work at the community service center in Sulaymaniah city center and will conduct daily field visits to the community outreach volunteers and the women association community center.
Work Environment:
The Community Mobilizer will work under the direct supervision of the Community Mobilization Officer and the indirect supervision of the Project Manager. The Community Mobilizer will work within HAI’s team and ensure daily communication between all stakeholders.
