(CONSULTING SERVICES – FIRMS SELECTION)

1. General Information about the Project

The Ministry of Industry and Technology of Republic of Turkey (MoIT) has received grant financing in the amount of EUR 39,500,000 (thirty-nine million five hundred thousand Euros) from the European Commission Development Fund (ECDF) toward the cost of the Social Entrepreneurship, Empowerment and Cohesion in Refugee and Host Communities in Turkey Project (SEECO) and it intends to apply part of the proceeds to eligible payments for the Consultancy Services for Silkroad DA Region (Gaziantep, Adiyaman and Kilis provinces) under SEECO Project. Funds will be channeled to Turkey through a World Bank administrated trust fund.

Consultancy Services will include: (i) Outreach / Information Dissemination & Awareness Raising Activities, (ii) Verification/Adjustment of Community Needs Assessments and Local Market Analysis prepared by Silkroad DA, (iii) Selection of Beneficiaries for Incubation – Acceleration Support Services and Conducting Training Needs Assessment, (iv) Delivery of Incubation – Acceleration Support Services and (v) Facilitation of the Selection of Facilities Sub-projects under Subcomponent 2A of the SEECO Project. The estimated duration of the services is 36 months, including 4 sub-project cycles to be implemented within the stated time frame. The resulting Contract will be signed in between the DA and the Consultant.

This specific Request for Expression of Interest (REOI) is published simultaneously with the REoIs of similar services with Contract Nos.

The Consultants are free to express interest for one or more assignments provided above.

MoIT requires the Consultants to acknowledge that MoIT shall establish a single longlist for all of the 5 group of consultancy contracts including those expressed interest to this specific REoI and the other REoIs. After evaluating the relevant experience and qualifications, MoIT will select the Consultant with the best qualifications and experience and will invite it to submit its technical and financial proposals for negotiations for the relevant assignment.

In case of the Consultants expressed interest for more than one assignment, they should indicate in their letters for which assignment they express interest by specifying above mentioned Reference No.s. The Consultants do not need to submit separate files for each Reference assignments for which they expressed interest if the composition of the Consultants is same for all of the interested assignments. MoIT has the right to decide for which assignment(s) the Consultants will be requested to submit their technical and financial proposals for negotiations.

The Consultants attention is drawn that MoIT will engage an independent Probity Assurance Provider during the negotiations under this selection process.

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following information is preferred to be provided to evidence the related experience on similar works: (i) the Client and contact information, (ii) source of financing, (iii) information on contract amount and scope, (iv) commencement and completion date.

The CIP will demonstrate the appropriate balance of the following skills and qualifications.

  1. At least 5 years of proven experience/track record in conducting similar work or assignment is required,
  2. Senior technical expertise and track record in supporting sustainable social entrepreneurship incubation and acceleration, including the hiring of coaches/mentors, support for business planning, and transparent selection of beneficiaries,
  3. Senior expertise in the socioeconomic empowerment of women and youth, with a particular emphasis on gender equality, or disadvantaged groups, and challenges/solutions that enable/promote women’s or other disadvantaged groups’ socio-economic empowerment,
  4. Experience in delivering entrepreneurship or development-oriented interventions in Turkey and services to refugees is highly desirable,
  5. Expertise in M&E and reporting,
  6. Track record in microgranting experience is an asset,
  7. Expertise in communications and awareness building,
  8. Management of projects financed by international organizations is highly desirable, including an understanding of World Bank environmental and social standards,
  9. A field presence in refugee hosting provinces in Turkey is highly desirable.

References/links to two most recent projects should be provided with the Expressions of Interest/s (including the proposed subconsultants, if any proposed). The Client satisfaction and past performance of the Consultants in similar works will be considered in the ranking of the Consultants when establishing the longlist.

The attention of interested Consultants is drawn to (i) paragraphs 3.16 & 3.17 of the Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (Goods, Works, Non-Consulting and Consulting Services) (November 2020), setting forth the World Bank’s policy on conflict of interest and (ii) Assignments completed by the Consultant’s individual experts working privately or through other consulting firms cannot be claimed as the relevant experience of the Consultant, or that of the Consultant’s partners or sub-consultants, but can be claimed by the Experts themselves in their CVs. The Consultant should be prepared to substantiate the claimed experience by presenting copies of relevant documents and references if so requested by the Client.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of ranking and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group. Interested Consultants’ should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for ranking. The full commercial names of all Consultants and their country should be specified in the expression of interest.

A consultant will be selected in accordance with the Consultant’s Qualification – Based Selection (CQs) method set out in the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (Goods, Works, Non-Consulting and Consulting Services) (November 2020).
