eConsult: MOBALIZING PRIVATE SECTOR CAPITAL FOR CLIMATE ADAPTATION AND RESILIENT INFRASTRUCTURE IN TURKEY
Objective
At the request of GoT, Turkey was selected as one of the five pilot countries as part of the World Bank Group’s project: “Enabling Private Sector Engagement in Adaptation”. The overall objective is to develop country specific guidance for PSP in climate adaption and resilient infrastructure in Turkey. The project will include following components:
- Task 1: Key adaptation and resilience (A&R) priority areas and the investments
- Task 2: Market and PPP regulation assessment
- Task 3: Financing modality
- Task 4: Project screening and short listing
Among these tasks, Task 1 and 4 will be carried out by in-house resources of the World Bank.
Qualifications
The consultant(s) is expected to include a team of experts with experiences in areas of:
- Infrastructure finance – Broad and solid knowledge of infrastructure finance and private sector participation globally, and specifically in Turkey. Prior experiences as project managers or investors of infrastructure mitigation/adaptation projects in Turkey are highly valued
- Climate change – Broad and solid knowledge of climate change adaptation and resilience topics relevant for the infrastructure investments, preferably in the context of Turkey
- Project work – Experience with developing projects that involve international and multi-level stakeholders
- Project management – Must have a strong focus on results, with proven ability to work independently, devise and produce results in collaboration with units across the WBG and international public and private stakeholders
- Policy advisory – prior experiences working on policy aspects preferably in the field of PPP or banking sector in advancing private sector participation in Turkey’s infrastructure development and climate resilience area are highly valued
Other Selection Criteria
- Master’s degree in engineering, urban planning, finance, economics, or related field with professional experience in infrastructure development and finance
- More than 10 years of international working experience in infrastructure development and financing, experience with climate change. Strong track record of working with private sector as project sponsor, lenders or advisors are required
- Demonstrated experience in working with governments, multilateral and bilateral development agencies is an asset
- Strong communication and advocacy skills. Ability to work in a complex environment
- Proven track record in stakeholder engagement and management
- Familiarity with the work of the World Bank Group, particularly on sustainable development, environment, and climate change
- Previous consulting experience highly desirable, preferably within the WBG and/or public sector.
- Ability to deliver in a dynamic environment with tight deadlines, multiple demands, and quick turnaround of outputs
- Excellent writing and communications skills in English and Turkish
