Project: Supporting the Effective Implementation of Turkish Constitutional Court Judgments in the Field of Fundamental Rights

You will carry out multiple assignments to meet the overall and specific objectives for the implementation of the EU/COE joint programme “Supporting the Effective Implementation of Turkish Constitutional Court Judgments in the Field of Fundamental Rights” under the authority of the Head of Office and the supervision of the Head of the Cooperation Programme Division, within the Department for the Implementation of Human Rights, Justice and Legal Co-operation Standards, You are expected to establish good working relations with representatives of the government, public authorities and the judiciary. You may be required to travel within Turkey and internationally and needs a valid passport with no restrictions for travelling abroad. Employment is expected to start on 1 January 2022 and is limited to the duration of the project (16 September 2025) but it can be renewed.

  • The Project “Supporting the Effective Implementation of Turkish Constitutional Court Judgments in the field of Fundamental Rights” aims to ensure the effective implementation of the judgments of Turkish Constitutional Court in the field of human rights. Through the majority of its activities, the Project will work to strengthen the monitoring mechanism for execution of judgments of the Constitutional Court, including the individual application mechanism, and to enhance the awareness of relevant stakeholders and public on the caselaw of the Constitutional Court and the European Court of Human Rights. The Project will be channeling the transfer of the EU expertise and cooperation between the Turkish courts and the institutions/courts of the European States and the European Court of Human Rights. A considerable amount of capacity-building, awareness raising and coordination meetings

Your role

As a Project Manager you will:

  • ensure the overall management and implementation of the Project, in full cooperation with the Project Coordinator in headquarters and implement all the aspects related to the Project’s publicity and visibility;
  • plan and manage financial resources allocated to activities of the Project;
  • liaise with partners, donors and national stakeholders and assist the beneficiaries for the overall programming, coordination and implementation of activities;
  • mobilise and manage the international and local teams of consultants, delivering of all the Project’s inputs in a timely and effective manner in line with the EU and CoE rules and procedures;
  • ensure the preparation of necessary documents and agendas for meetings and working groups, as wells as chairing and facilitating them;
  • prepare the Steering Committee meetings and periodical management meetings with Partners;
  • assist the Project Coordinator in headquarters in preparation of monitoring and evaluation of the results and impact;
  • organise and supervise the work of the Project team, distribute tasks among the Project team members, provide advice and supervision to the team members on the accomplishment of their tasks, contribute to the efficient functioning of the office in collaboration with the Head of Office and the Project management in headquarters;
  • undertake official journeys in connection with activities described above.

What we are looking for

As a minimum, you must:

  • hold a higher education degree or qualification equivalent to a masters degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area) in law or related areas (international relations, social/political studies);
  • have a minimum of 5 (desirably 7) years of relevant professional experience in the field of human rights including 3 years of professional experience in the management and coordination of EU or internationally funded projects;  have an excellent knowledge of the Turkish (mother tongue level) and a very good knowledge of English;
  • be a citizen of the host country or one of the 47 member States of the Council of Europe;
  • be under 65 years of age at the closing date of this vacancy notice.

Demonstrate to us that you have the following competencies:

  • Professional and technical expertise:
    • proven experience in project management and implementation of technical co-operation or policy-oriented projects, preferably in the field of the judiciary and/or human rights;
    • relevant professional experience in the field of human rights and/or law;
    • knowledge and understanding of European human rights standards and of the Council of Europe standards and work in this field;
    • knowledge of the overall political and social situation in Europe and in particular in Turkey;
    • ability to conceive and provide informed advice as appropriate;
    • knowledge of project management tools (Project Management Methodology, logframes, etc.);
    • ICT skills: sound computer skills and experience using standard tools in office applications (word processing, presentations, outlook, spreadsheet, databases, internet publications).

What we offer

  • If successful, you may be offered employment based on temporary contracts at grade A1/A2. You will receive a basic monthly gross salary of: Grade A1: 15838.94 or grade A2: 20235.95 TRY which is exempt from national income tax. This salary may be supplemented by other allowances depending on your personal situation. You will be affiliated to a pension scheme and social and medical insurance. You will also benefit from 32 working days leave per year and other advantages (including flexible working hours, training and development, possibility of teleworking, etc.).
