Arbeiter-Samariter-Bund (ASB) – the Workers’ Samaritan Federation – is a German aid and welfare organisation, engaged in areas such as civil protection, rescue services and social welfare services. As a non-political and non-denominational organisation, ASB has, since its foundation in 1888, represented continuity and reliability.
Since August 2014, ASB established its own office in Dohuk and recently implemented projects in the sectors health, WASH, protection and livelihood for IDPs, refugees and host communities, valued at € 20 million.
ASB expanded its presence to all governorate of Iraq, in 2017, opening one office in Baghdad and offices in Anbar and Salah ad-Din governorate, increasing the portfolio of its programs to effectively satisfy the immediate needs of thousands of beneficiaries while responding to the developmental plan of the country.
Funded by the German Development Cooperation (BMZ), the objective of the project “Health Response Strengthening through improvement of the health care system in underserved regions of Kirkuk Governorate, Iraq” (Project No. IRK2105) is to strengthen the national health care system and provision of sufficient and equitable health services to the communities with concentration on health service development.
The incumbent will assist ASB to achieve the project objectives.

Position Title: ASB Health Officer Kirkuk
Reporting Relationships:
The ASB Health Officer Kirkuk reports to the ASB Project Coordinator Kirkuk.
Responsibilities & tasks:
Under direct supervision of Health and Protection Program Manager (HPM), the incumbent is required to achieve the following tasks:
- Active participation to field assessments (logistic organization, identification of needs, monitoring).
- Make field arrangements for planned field visits to project locations.
- Assist Project Coordinator Kirkuk and HPM in the preparation of all financial, administrative and logistics documents and forms necessary for the implementation of the project.
- Manage field office petty cash and advances.
- Prepare supporting financial documents related to field office expenditures (PRs, collecting quotations, invoices, advance settlements and receipts) in cooperation with the ASB finance department.
- Scan and file (soft and hard copies) of financial and project related documents.
- Liaise and coordinate with service providers and suppliers.
- Maintain asset register and equipment labelling for ASB equipment, financed from the project.
- Support the work of CHWs and training activities together with the HPM.
- Assist the Project Coordinator and HPM in coordinating activities with local authorities, CHWs, community members, other implementing actors and partners at the local level.
- Maintain coordination and appropriate information sharing and communication lines with ASB and stakeholders at field level to avoid duplication and maximize synergies.
- Regularly monitor project activities and provide timely inputs and feedback to the HPM.
- Assist in the facilitation of trainings for volunteers and beneficiaries.
- Assist to set up a clear beneficiary follow-up mechanisms and ensure that appropriate follow-ups are made to support the beneficiaries.
- Assist to collect information for work plans, regular donor progress and impact reports, interim reports and final report for the projects as required by the Project Coordinator and HPM.
- Assist in coordination and preparing documentation for the construction of 3 health centres in Kirkuk governorate with DoH, construction companies, HPM and Admin & Finance Manager (AFM).
- Assist in coordination and preparing documentation for purchase of medical equipment and furniture for 3 health centres in Kirkuk governorate with DoH, medical equipment companies, HPM and Admin & Finance Manager (AFM).
- Perform any other duties as required such as translating documents, recording meetings minutes, etc.
- Support the Project Coordinator and HPM to conduct regular security and risk assessments in the targeted project areas to identify safety and security needs.
- Assist in the implementation and monitoring of all activities, at field level, as laid out in the plan of action.
- Conducting assessments and other data collections in the field.
- Support in the development of lessons learned to improve the implementation of program activities.
- Maintaining photo documentation of project activities to be shared with ASB Duhok/Baghdad office.
- Authorized to drive official ASB project vehicle for project related duties.
- Registers and treats information (general and specific) accurately and with confidentiality.
- Translation of program-related documents.
- Analyzing data outcomes.
- Updating lists and tables on different platforms/software.
- Supporting the ASB MEAL Manager in M&E activities as required.
- Any other tasks as directed by the Project Coordinator and Health and Protection Program Manager (HPM).

Minimum required knowledge & experience:
- University degree in health-related discipline.
- 3 years’ experience in public health sector or in INGO/NGO in health, and in implementing health programs/projects, coordination and monitoring.
- Good knowledge of health legislations in Iraq, and in coordination and communication with line agencies, Governmental Health institution and NGOs/INGOs.
- Previous experience working in the district and Regions targeted by the project.
- Good computer skills (word, excel, power point).
- Iraqi national (preferable female) with excellent command of written and spoken Arabic & English (from Kirkuk).
- Ability to analyze information, evaluate options and to think and plan strategically.
- Ability to work under stress and within tight deadlines.
