UN Women (the United Nations Entity for Gender Equality and the Empowerment of Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Turkey, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2019-2022), and the overall UN Sustainable Development Cooperation Framework, UN Women works towards three overarching goals: 1) Women lead, participate in, and benefit equally from governance systems; 2) All women and girls live a life free from all forms of violence; 3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action. Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change. In Turkey, despite progress made in the past decades, the participation of women in politics and in decision-making in economic and business life, remains low and below global and regional averages. In the previous years, UN Women implemented the project “Gender Equality in Political Leadership and Participation in Turkey” which worked with the Turkish Grand National Assembly, local administrations, civil society organizations (CSOs) and women leaders to advance gender-responsive policies and legislation and women’s participation in decision-making processes. UN Women has also increased its partnership base and its engagement with different stakeholders, such as the private sector, media and male champions, in order to achieve larger-scale impact and results. Under this collaboration, a gender analysis of Fenerbahçe Sports Club and Affiliated Companies was conducted in 2019 in five strategic areas in sport: 1. Participation 2. Leadership 3. Coaching 4. Gender-based violence (verbal and discourse-level) 5. Representation in media. In 2021, UN Women conducted an assessment on the findings of the initial gender analysis, which included a brief comparative study (similar international practices). Tailor-made targeted gender awareness trainings for capacity building and mobilization of male and female allies in Fenerbahce Sports Club (staff, management, athletes and technical personnel) have been designed and delivered. Fenerbahçe Sports Club has become a national champion of gender equality in and through sports as it has implemented gender-responsive plan for gender equality and women’s empowerment, has become the first sports club in Turkey and Europe that signed United Nations Women’s Empowerment Principles (WEPs) and the first sports club in Turkey that committed to UN Women’s Sports for Generation Equality principles. In 2020-2021, UN Women Turkey developed the Guidelines for Gender-responsive Sports Organizations on the basis of the UN Women’s Sports for Generation Equality Principles, taking into account the experience of Fenerbahçe Sports Club over the past years. The Guidelines are first of their kind attempt to translate the Sports for Generation Equality principles into a step-by-step guide of how to develop strategies and translate these into measurable actions. In the next phase of the collaboration, UN Women Turkey and Fenerbahçe Sports Club will work to advance gender equality in and through sportsin line with the six principles of UN Women’s Sports for Generation Equality initiative. The partnership includes creating a model for the sports ecosystem, including sports clubs, federations, and local amateur sports organizations to implement the Guidelines for Gender-responsive Sports Organizations developed by UN Women, in partnership with Fenerbahçe Sports Club under the previous collaboration. It extends the work done in the first phase of the partnership with professional branches of Fenerbahçe Sports Club to five amateur branches: rowing, athletics, swimming, table tennis, boxing. Within this context, a specific activity of the collaboration aims to support Fenerbahçe Sports Club in exploring gender responsive sports media to promote women’s bias-free representation in sports media, including communications to eliminate harmful gender stereotypes and promote positive roles. For this purpose, a training on gender sensitive media reporting in sports for Fenerbahçe Sports Club will be planned. The training will aim Fenerbahce Sports Club’s media and communications staff, to explore gender equality issues, portrayal and coverage of women athletes, coaches and managers in media, the language used in media reporting. All these knowledge aspects will be transferred to skills aspects through monitoring sports media materials, texts, videos, role plays and games/group work. The training will aim all participants to look at stereotypical (and also prejudice wise) practices and cultural lenses on gender equality in sports media. In this regard, UN Women is looking for a National Gender Responsive Media Training Consultant for providing technical support on designing and delivering gender responsive media trainings including sports media for different target audiences. |

Duties and Responsibilities |

This assignment consists of delivery of Gender Responsive Media Trainings which will cover gender equality, gender-sensitive language, gender bias and stereotyping in printed, online and social media content with a specific focus onportrayal of women politicians in media.
Under the direct supervision of UN Women Programme Specialist (Women Lead) and in close collaboration with the project teams, the National Consultant will be responsible for below generic tasks:
The trainings will be full day and organized online or face to face. Apart from Fenerbahce Sports Club, the targeted universities and institutions will be determined in due course. National Consultant is expected to lead the assignment, ensuring completion of deliverables and bringing in expertise on gender equality, women’s portrayal in media including sports media and gender perspective in news media content. National Consultant will also ensure that trainings planned under this assignment is in line with the specific needs of the target audience. The materials, reports and deliverables will be developed in close cooperation with the UN Women project team. The National Consultant is expected to provide services when required with advance notice from UN Women Turkey Office. The abovementioned tasks are are indicative and subject to further detailing through specific service requests to be made by UN Women Turkey Office during the course of the contract duration. All deliverables will be prepared in Turkish and annual assignment report will prepared both in Turkish & English. Duration of the assignment is from 20 December 2021 to 30 December 2022. The Consultant is expected to spend up to 60 working days on a non-consecutive basis throughout the assignment. The consultant will use his/her own equipment. Expected Deliverables: The following table summarizes main activities and expected deliverables against targeted delivery deadlines and indicative working days to be invested by the Consultant.
Note: Within the consultancy, 40 days are allocated under Women Lead Project whereas 20 days are allocated under HEForShe Project. Out of 60 days, 12 days are estimated to be spent in 2021 whereas 48 days are estimated to be spent in 2022. The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women Programme Specialist shall be the only criteria for Consultants work being completed and eligible for payment(s). Payment Schedule: Payment shall be affected only if the deliverables are submitted to and approved by the Programme Specialist. During assignment’s related missions, the National Consultant may use the facilities of the office (i.e. internet access, printing, copying, local phone calls, etc.). However, s/he is expected to use his/her own personal computer. All the payments to the Consultant will be processed in Turkish Lira. Travel: The Consultant will be responsible for all travel and accommodation expenses and daily subsistence allowances associated with undertaking this assignment. All travels and logistical arrangements shall be coordinated with UN Women in Turkey and shall be included in the total contract amount of the contractor. Evaluation of Applicants Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows: Annex I: Price Proposal Guideline and Template 1. Daily fee The daily price proposal should indicate a “lump sum amount” which is “all-inclusive”; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price. The assignment is home-based with domestic travel. However, due to COVID-19, the trainings in 2021 are planned to take place online through zoom. The trainings in 2022 are planned to take place in physical environments. The consultant may need to travel to Istanbul four times and to five different provinces which will be decided during the course of time. Nevertheless, the necessity of travels in 2022 will be assessed based on the status of pandemic. The Consultant will be responsible for all travel and accommodation expenses and daily subsistence allowances associated with undertaking this assignment. All travels and logistical arrangements shall be coordinated with UN Women in Turkey and shall be included in the total contract amount of the contractor. In the case of an unforeseeable travel, payment of travel costs should be agreed upon, between UN Women in Turkey and the Consultant, prior to travel and will be reimbursed. 3. Currency of the price proposal The applicants are requested to submit their price proposals in Turkish Lira.
