Job Description

Background

In addition, UNDP also plays a key role in supporting the Government of Turkey with the refugee response through its Syria Crisis Response and Resilience Programme relying on its experience in three major areas (i.e. livelihoods and facilitation of job creation, municipal service delivery, youth empowerment and protection/social cohesion).

 


The overall objective of UNDP’s work in Inclusive and Democratic Governance (IDG) aims to contribute to strengthening governance processes and institutions that are responsive to citizens demands and universal norms. The IDG Portfolio focuses on the fields of rule of law and human rights, responsive and accountable institutions (public administration reform) and border management as well as women’s empowerment and gender equality as a cross cutting area. It contributes to strengthening the independence of institutions, particularly judicial actors and national human rights mechanisms. It addresses structural issues pertaining to the rule of law, access to justice and human rights including with respect to gender, participation and accountability. Support is provided to the relevant institutions to enhance the implementation of local administration reforms and border management. Women’s empowerment is at the core of UNDP’s initiatives. Incorporation of gender mainstreaming to all interventions is a priority for the inclusive and democratic governance technical assistance. In addition, the IDG Portfolio is also contributing to the Syria Crisis Response, in line with the resilience approach within the Regional Refugee and Resilience Plan, complementing the efforts of the Government in the areas of inclusion and social cohesion.

 

IDG Portfolio has broadened its partnerships with a composition of stakeholders, including but not limited to the Ministries, Parliament, Local Authorities, High Judiciary, National Human Rights Machinery, Universities, Civil Society Organizations (CSOs), different Associations, International Organizations including other UN Agencies, Council of Europe and international Non-Governmental Organizations (NGOs).

Duties and Responsibilities

Under the supervision of UNDP IDG Portfolio Manager, the Access to Justice and Human Rights Specialist provides support to development and management of the projects under the IDG Portfolio as appropriate. . The Access to Justice and Human Rights Specialist is responsible for design, timely start and effective implementation of the assigned projects under human rights and justice related programming of the IDG Portfolio,  management of partnerships in the related area and other related tasks deemed necessary by the Portfolio manager, supervision of project personnel assigned in these projects in line with the structure of the IDG portfolio. S/he is also expected to ensure the quality check of the outputs of the referred projects in line with international principles. S/he will be expected to develop and implement a comprehensive strategy in the Access to Justice and Human Rights areas. The Access to Justice and Human Rights Specialist will be expected to contribute to cultivation of new partnerships and will also play an active role in resource mobilization. S/he will provide technical inputs to portfolio-level strategies/results and will contribute to advocacy/knowledge activities. S/he will also support coordination and reporting of the work of the UN Result Group on Governance and Judiciary which is chaired by UNDP.

 

The Access to Justice and Human Rights Specialist will work in close cooperation with the Monitoring and Evaluation Officers/Experts working for the IDG Portfolio, along with the Projects’ Implementation Expert of the IDG Portfolio to ensure timely planning and efficient and effective delivery of projects. S/he will work closely with IDG Project Managers / Chief Technical Advisors to seek and ensure synergies as well as portfolio and programme-level results and development effectiveness.

Measurable Outputs

1. Portfolio initiatives and projects prepared and coordinated effectively, responding to the national priorities and needs.

Key Results Expected / Major Functional Activities:

  • Analyzes economic, social and environmental context thoroughly and regularly with a view to identify emerging development challenges and issues.
  • Proactively contributes to the Portfolio Strategy, in relation to the Country Programme, responding to the national priorities and local needs, and changes in the operating environment, designs and formulates new projects and initiatives.
  • Is responsible for the timely initiation and implementation of projects in the portfolio. Develops AWPs, organizes work of project implementation teams, monitors and reports progress and assures the quality of results achieved.
  • Performs project manager role in ATLAS for the projects within her/his responsibility, supervises and manages the performance of staff and consultants within the project(s). Participates in design of job requirements and selection processes of project personnel.
  • Works closely with the Projects’ Implementation Expert to ensure adherence to UNDP´s rules and processes in project implementation.
  • Ensures technical (substance) quality of project outputs.
  • Ensures exploration and implementation of inter-project and inter-portfolio synergies through identification of complementarities, coordination of implementation and management of results.
  • Contributes to development of inter-portfolio synergies, where possible by designing projects and initiatives that cut across different portfolios.
  • Presents the projects to LPAC and coordinates Project Board meetings.
  • Prepares regular project reporting.
  • ATLAS roles: Project Manager.

2. Partnerships for design, implementation and funding cultivated and strategy formulation supported.

Key Results Expected / Major Functional Activities:

  • Designs and develops projects and initiatives as well as advocacy efforts to address development challenges.
  • Establishes working relations with the relevant stakeholders and project partners under the overall guidance of the IDG Portfolio Manager.
  • Contributes to enhancement of CO’s networks and partnerships.
  • Contributes to development and implementation of portfolio-based Resource Mobilization (RM) strategies and develops RM initiatives in consultation with the IDG Portfolio Manager.
  • Contributes to development and implementation of portfolio-level and/or CO-wide advocacy strategies and initiatives.
  • Supports coordination and reporting of the work of the UN Result Group on Governance and Judiciary which is chaired by UNDP.

3. Cluster-level knowledge products developed based on CO strategies and lessons learnt.

Key Results Expected / Major Functional Activities:

  • Produces and facilitates production of knowledge products.
  • Contributes to the CO’s wider Knowledge Management (KM) strategy and efforts.
  • Distills lessons learned from projects and initiatives and contributes production of new initiatives and policy tools, etc.

4. Results at Portfolio (sub-programme) level supported.

Key Results Expected / Major Functional Activities:

  • Contributes to achievement and progress towards achievement of portfolio-level development outcomes.
  • Supports implementation of the Portfolio Strategy through provision of timely and high-quality input for design, update and execution of portfolio strategy.
  • Contributes to CO-wide M&E practices including but not limited to ROAR.
  • Provides regular high-quality key project information/data to the RBM Analyst.
  • Qualitative inputs provided for design, implementation and monitoring project activities, as well as initiatives, in line with Annual Work Plans and designated financial resources.
  • Assigned project activities and initiatives organized in a timely manner; qualitative inputs prepared to project reports; high-quality correspondence, briefs, reports prepared.
  • Provision of high-quality services for management and coordination of the project activities.
  • Number of new initiatives designed; projects under her/his responsibility implemented timely and effectively based on state-of-the-art technical approaches.
  • Number of partners engaged in design and implementation of projects in an effective manner; number of new donors and initiatives with secured funding.

  • Experience in human rights, justice, governance, rule of law or access to justice related projects/programmes in private sector, public sector or international organizations.
  • Experience in project development at national or international level.
  • Academic Degree in law, social sciences or any other relevant field.
  • Project/programme design and management experience in human rights, governance, rule of law or legal fields.
  • Previous UN experience.
  • Experience in international projects’ development.
  • Experience in management of teams, preferably in a matrix management environment.
Required Education and Experience
Education:
  • Bachelor’s Degree in law, social sciences or any other relevant field.
Experience:
  • At least 7 years of relevant working experience.
  • Strong technical experience in the fields of access to justice and human rights.
Professional Certificates
  • If required for specific services. For example: ACCA, CIPS, CISCO.
