Context : Since January 2020, Tdh implements an Access to Justice program in Iraq, using an integrated approach which responds to overlapping individual, group and environmental enrooted sources of concerns for delinquent children/youth. Tdh targets all children and youth in contact with the law, through: -Direct provision of services to children during and after detention: case management, psychosocial, legal, educational support, as well as peace education at community level with the aim to favour an effective reintegration. -System strengthening: Capacity building and facilitation of exchanges between :Lawyers- Judiciary- Government social workers – Guards- Informal justice actors -National NGOs and Support to Ministries to develop strategies that promote child safeguarding, alternatives to detention and effective aftercare services. Tdh effort in facilitating capacity building of/exchanges between the judiciary, judicial stakeholders, MoJ Officers, lawyers and informal justice actors through a collaboration with national and international experts is meant to reinforce the environmental and societal dynamics that will crucially impact the situation of children in contact with the law. Tdh is looking for a project manager that will focus on managing activities in Mosul.
Job description: The Access to Justice Project manager is in charge of the direct implementation and supervision of the Access to Justice project in Ninewa Governorate. The PM is under the supervision of the Operations Manager and the Deputy Country Representative. The PM is in charge of all the project cycle management aspects under his/her responsibility, including, staff recruitment and training/coaching, needs analysis and need assessment, strategic planning, resources management, projet’s logistics and budget follow up, activities implementation, development of tools, Information management and MEAL, reporting and fundraising, coordination with a range of stakeholders and representing Tdh within his/her responsibilities. The Access to Justice Project manager will be in charge of multiple donors project, with a specific focus on Access to Justice program. Tdh expects that its contractors’ professional conduct reflect proper behavior in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement. Tdh intervenes without any affiliation for politics, religion or financial profit. He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation. He/she commits to observe discretion on any information related to the organisation functioning and beneficiary related issues. He/She will and ensure that child protection principles and the access to justice standards are being incorporated into the project. Main responsibilities : 1. Program Planning and Implementation: Project cycle management · Develop, implement and monitor the Access to Justice project, in accordance with the proposals, grounding standards and principles. · Lead planning and implementation of activities, develop necessary tools to support the project’s implementation · Ensure that activities are appropriately monitored and evaluated and propose, when deemed necessary, amendments to the Access to Justice strategy, in consultation with the A2J Coordinator. · Contribute to the initial and regular assessments of the A2J projects and activities’ impact. · Forecast and follow up on expenditures related to the A2J projects. · Participate in budget revision exercises. · Prepare timely purchase requests in line with the Access to Justice project needs. · Identify logistic and admin support needs related to the project and communicate these to the relevant log/admin support person. · Ensure the compliance of the activities with the internal and sector quality standards · Follow up on staff recruitment for the project with the HR department and ensure their performance objectives are set and appraisals are done on time. · Review and finalize the project follow up (PFU) tool, and the FMT (budget projection). · Promote a constructive, motivational and respectful working environment within the team
2. Monitoring and Reporting:

a. Capacity building
b. prepare a capacity building plan for the staff on the basis of identified needs and opportunities. Lead or contribute to the design of appropriate training packages. c. When requested, supports capacity building on the other bases. d. Provide follow-up of the training, support supervisors in coaching and mentoring of field staff. e. Facilitate training for key stakeholders as per proposals. f. Identify external training opportunities relevant for the project staff
g. Coordination
h. Regularly liaise with directorate of relevant ministries at governorate and district level, specifically with the MoI, MoJ and MoLSA. Coordinate with the A2J coordinator for any higher level engagement with the government ministries. i. Under the supervision of the A2J coordinator, coordinate the legal and juvenile justice activities with the implementing partners j. Coordinate with other humanitarian partners within the area of responsibility, actively participate to coordination mechanisms at governorate level including the Child Protection working group, juvenile justice taskforce, the education sub-cluster among others. k. Ensure full coordination with communities and community-leaders. l. Promote coordination and integration with other sectors within Tdh.
m. Human resources management
n. Carry out necessary recruitment process when needed, in respect to the local regulations, in collaboration with the with the HR department and the A2J Coordinator o. Draft JDs and recruitment requests, design tests and interviews. p. lead appraisal exercise with directly supervised staff and support supervisors and the Deputy PM in leading appraisal with their teams. q. Promote a constructive, motivational and respectful working environment within the team.
r. Child Safeguarding Policy s. Commit to respect the Child Safeguarding Policy. Signs the Code of Conduct t. Report serious cases of abuse on children identified by the Child Protection team to the Country representative. Strict confidentiality must be respected. u. Raising awareness within the Foundation on violence against children v. Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse w. Reducing the risk of child abuse by selectively recruiting employees and others x. Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children
y. Others z. Undertake all other duties that may be determined by the Operation manager, Field Coordinator, the Access to Justice Coordinator and that are compatible with the job description. aa. Maintain and ensure a culture of strict confidentiality – inter Tdh staff and between Tdh staff and non Tdh employees. bb. Support the team in promoting child protection mainstreaming.

Qualifications & Preferred Skills
Competencies:
- University degree preferably in Law, Human Rights, International relations, Social work or other related degrees.
- 3 years relevant work experience in Justice for children field, human rights or Child Protection. At least 1 within I/NGOs, agencies or others as preferably Project Manager or Project Officer managing staff.
- Proven capacity in project cycle management
- Strong written and oral communication skills, effective in representation and liaison with external parties.
- Proven ability to work as part of a team and lead teams for strive for result.
- Demonstrated experience in capacity building and mentoring of national and international staff is desirable.
- Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well, adaptability to context with limited social and entertainment opportunities.
- Fluency in English and Arabic required (spoken and written).
- Knowledge of Kurdish and Turkman is an asset
