Position Summary:

DKH’s Regional Office West and Central Asia is seeking to hire an Adviser/Consultant to develop, refine, and guide a fundraising strategy to one of its partners in Turkey. The assignment includes, but is not limited to, providing technical support to enhance and/or develop a structured 3-year fundraising strategy document that is based on a critical evaluation of the organization’s core mandate in the designated areas of implementation. This also includes a full understanding of the contextual factors which affect the overall flow of work in the designated locations.

The assignment will be conducted in Istanbul and via online communication platforms.

The Adviser/Consultant’s tasks will be:

  1. Perform a focused desk review summarizing the key elements contributing to developing a realistic, achievable, timely, and concise funding strategy document.
  2. Design and provide hands-on support to develop a 3-year fundraising strategy.
  3. Deliver orientation to Partners’ staff on creating professional networks with potential donors in line with the organization’s mandate and current capacities. Including but not limited to coordination mechanisms, responding to calls for proposals on timely manner, and writing winning proposals.
  4. Train Partner’s staff on the fundamentals of visibility and branding approaches among clusters and potential donors.

Background:

Under the umbrella of DKH’s Capacity Building Initiative Asia (CBIA) Program that aims at enhancing the capacities of DKH partners in the region, an emerging need to support the partners in training, mentoring, and coaching has risen. Complying with the Core Humanitarian Standards and its indicators, alongside the commitments listed in the Charter for Change, strengthening partners’ capacities, and forming a stronger partnership spirit in the humanitarian assistance field is of crucial value. This assignment will directly contribute to building the capacities of DKH Asia partner’s staff, by equipping them with the technical and practical knowledge to grow the organization and programs which should ultimately improve the delivery of services to the most vulnerable people in their respective countries.

Responsibilities and Duties:

  1. Desk Review: conduct a comprehensive mapping of the existing and/or previous Fundraising Strategy documents, evaluate, analyze and conclude areas for improvements, and submit a set of recommendations to improve the quality of the Partner’s Fundraising strategy. A summary of this is required in the form of a “Desk Review Report”.
  2. Development of a 3-year fundraising strategy and action plans: driven by the areas for improvement that are identified in the previous task, the consultant is requested to lead on developing a precise and operational strategy for the Partner that is focused on Fundraising and Visibility, and that is accompanied by an action plan that sets a step-by-step achievable process.
  3. Launching, Training and Coaching: upon the completion of the previous task, the consultant is expected to launch the 3-year fundraising strategy to the designated staff at the Partner organization. Followed by a comprehensive capacity building workshop on Fundraising and Visibility, preferably in person should the COVID-19 situation allow. On-the-job coaching is also required to ensure proper application of learning against a pre-defined timeline.
  4. Reporting: submit a final narrative report of the consultancy, reporting against the tasks listed above. The report must include summaries of successes, challenges, and recommendations for maintaining a practical knowledge management system with Partner Organization upon the completion of each task.

Coordination Scheme:

The DKH Country Program Coordinator, DKH Capacity Building Coordinator, Partner’s Contact Person, and Adviser/Consultant shall remain in full harmony keeping each other on-board with the progress of the mission and the planned activities.

The consultancy covers 22 – 25 business days’ worth of effort exerted between reviewing, revising, developing, launching, training, and coaching on the fundraising strategy. The consultancy does not represent a full-time job nor is it considered an employment with DKH West and Central Asia Regional Office.

Scheduling:

DKH expects to commence the mission between October and November 2021. Applicants shall remain flexible in their availability as the exact dates are yet to be determined.

Language:

Due to a potential language barrier, a translator may/will be externally hired to simultaneously translate training sessions and all related interactive activities throughout the consultancy.

Fundraising strategy will be written in English. Translation to Arabic may be necessary and the costs will be covered by DKH.

All reports are to be submitted to DKH in English.

Timeline:

The timeline with the partner will be determined upon the availability of Partner’s staff and Consultant’s advice.

Deliverables:

  • Desk Review Report (3-5 days)

· In close coordination with the partner’s focal point and DKH Country Program coordinator, perform a diagnostic desk review to identify areas for improvement in the existing fundraising strategy/capacity.

· Report on recommendations that are contextualized to the Partner’s mandate and needs of the communities and ways of working.

  • 3-year fundraising strategy and action plan (10-14 days (including revisions))

. Produce a concise, inclusive, and informative 3-year long Fundraising strategy for intended Partner with the collaboration of Partner’s senior management staff, and develop an action plan to roll it out

  • Training ( 2-3 days)

· Conduct a maximum of a 2-day long workshop on visibility and fundraising preferably in person should COVID-19 regulations allow.

  • On-the-job Coaching (2-5 days maximum)

· Support the partner organization in putting the strategy and action plan into practice, through guidance, advice, and feedback, as necessary.

  • Reporting (3 days (including revisions))

· Handing over the final Fundraising strategy and action plan

· Writing the consultancy’s full narrative report on all of the activities described in this ToR letter

· Obtain acceptance letter on consultancy completion from DKH.

The final report must include:

· Executive summary.

· Introduction.

· Methodology.

· Main activities conducted with the Partner.

· Description of challenges faced during the consultancy mission.

· Annexed Desk Review report and recommendations.

· Photographs documenting the training delivery task.

Required Competencies:

· Proven experience in a senior management position within the Humanitarian assistance sector.

· Proven experience in Program Development, Communications, and Visibility.

· Track record in fundraising and securing funding with a diverse pool of donors.

· Experience working for a donor will be positively valued.

· Flexibility in customizing training contents against the needs.

· Previous experience working in Levant region.

· Understanding of the donor landscape in the levant region is highly desirable.

· Fluency in English.

· Technical Proposal including technical methodology (must not exceed 5 pages)

· Proposed Budget covering the activities only inclusive of 10% service tax due to Jordanian Tax authorities.

· Work plan against proposed timeline.

· List of professional references.

Budget proposal

Budget should cover all the necessary costs of the trainer. Travel expenses will not be covered in the training expenses. Logistical arrangements for the training must not be included in the proposal budget. The budget must also include the service tax of 10% in compliance to the Jordanian Sales and Income Tax laws. Payment of the contract will be released in EUR or in the local currency via bank transfer.
