These are skills, knowledge and experience that are important for effective performance.

 

  • University degree in relevant university field (Information Systems Management, business administration, computer science or similar) is required.
  • At least two years of relevant experience working in designing information management systems or database management.
  • At least 2-3 years’ experience working in an International NGO setting.
  • Demonstrated experience in designing, developing, implementing, maintaining and administering databases and/or information management systems is required.
  • Experience with information management techniques and establishing information management systems, and ability to work with and design range of sampling techniques, using qualitative and quantitative data collection and analysis.
  • Demonstrated experience in staff capacity building on IM usage.
  • Analytic and computer skills, including advanced MS Office (Word, Excel, Outlook, PowerPoint, Access), Power BI are required.
  • Mapping experience is required (GIS).
  • Full proficiency in spoken and written English and Arabic is essential, Kurdish is an asset.
  • Experience with SQL and coding would be an advantage.

 

  1. Role and responsibilities

The Information Management Officer (IMO)-AMAL will lead the development, rollout and maintenance of crucial information management systems, for NRC’s Activating Market-based Agricultural Livelihoods (AMAL) project. This includes the updating and further improvement of systems. The IMO-AMAL also works with key staff to support data extraction, visualization and build capacity as needed as well as develop and maintain systems that aggregate data at the country level for donor reporting and internal learning.

Generic responsibilities

  1. Adherence to NRC policies, guidance and procedures.
  2. Adherence with NRC’s compliance with global data protection requirements.
  3. Develop, support, maintain and strengthen Information Management systems, data usage, and general digitalization capabilities.
  4. Support IM planning and activities, and support IM capacity building.
  5. Support AMAL project team on all Information Management related needs.

Specific responsibilities

  • Information Management Systems and Storage
  1. Lead on development and rollout of SOPs, systems and procedures for AMAL project specific Information Management systems.
  2. Develop internal Indicator Reporting System (IRS) for AMAL Project, including visualizations linking with Power BI or other suitable app.
  3. Lead on, and ensure data quality control for AMAL project on the NRC Global Outcome and Output Reporting System ( GORS)
  4. Create regular dashboards on the project progress and achievements using Power BI.
  5. Support the process of developing internal databases for managing project and beneficiary data
  6. Support mobile data collection designs, and utilization for AMAL project.
  7. Minimize data collection, data entry and reporting efforts through introducing digital processes/ automation.
  8. Create geographical maps to analyse and visualize AMAL project implementation across areas and sites.
  9. Handle database specific tasks such as creating queries, procedures, and functions to support application development.

 

  • Reporting and data collection
  1. Compile and consolidate the project  indicators into our Global Output and Outcome Reporting System ( GORS) for AMAL project by the 15th of every month
  2. Follow up AMAL project managers to ensure project targets and achievements are updated within IM systems.
  3. Design, generate, and assist with AMAL project quarterly and annual reports
  4. Conduct data quality checks and ensure the reliability and cleanliness of the data.
  5. Translate questionnaires into digital data collection tools using tools such as KOBO, Survey CTO, Qualtrics and other similar digital data collection platforms
  6. Strengthen and improve information management for Community Accountability and Response Systems

 

  • Capacity building and programme support
  1. Assist the project and area office M&E and AMAL project implementation with tools loaded onto IT platforms and support their use.
  2. Assist in the preparation of reports with the extraction of data from IM platforms and lessons learned.
  3. Contribute to training project staff to use questionnaires and/or enter data into the IM system.
  4. Responsible for user administration across IM systems, including general end-user support.
  5. Support the development of troubleshooting guides and guidelines for NRC Iraq staff for common IM related issues/complaints.

 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Coordination and contact with programme staff (managers, coordinators, and officers) to troubleshoot IM platform issues.
  • Coordination with departments within NRC Iraq to ensure a systematic approach to capacity building within the field of Information Management.
