Arbeiter-Samariter-Bund (ASB) – the Workers’ Samaritan Federation – is a German aid and welfare organisation, engaged in areas such as civil protection, rescue services and social welfare services. As a non-political and non-denominational organisation, ASB has, since its foundation in 1888, represented continuity and reliability.
Since August 2014, ASB established its own office in Dohuk and recently implemented projects in the sectors health, WASH, protection and livelihood for IDPs, refugees and host communities, valued at € 15 million.
ASB expanded its presence to all governorate of Iraq, in 2017, opening one office in Baghdad and offices in Anbar and Salah ad-Din governorate, increasing the portfolio of its programs to effectively satisfy the immediate needs of thousands of beneficiaries while responding to the developmental plan of the country.
Funded by the German Development Cooperation (BMZ), the objective of the project “Improved livelihoods and increased resilience for conflict-affected residents and returnees in Anbar Province, Iraq” (IRK2005) is to support socially disadvantaged farming families and particularly vulnerable population groups such as women and people with disabilities in rural, underserved regions of Anbar governorate overcoming poverty and malnutrition through a more efficient use of resources, income generation opportunities and strengthening their resilience.
The incumbent will assist ASB to achieve the project objectives.

Position Title: ASB Assistant Field Officer Agriculture Anbar
Position Objectives:
The ASB Assistant Field Officer Agriculture Anbar, supports the agricultural field work within the IRK2005 “Improved livelihoods and increased resilience for conflict-affected residents and returnees in Anbar Province” project, funded by the German Development Cooperation (BMZ) under direct supervision of the ASB Livelihoods Project Coordinator Iraq.
The ASB Assistant Field Officer Agriculture Anbar is responsible for the daily technical planning, supervision, monitoring and reporting of the field activities of public awareness, agricultural and training activities, and for ensuring proper coordination with local authorities and beneficiaries.
The position holder is expected to follow ASB’s and donor BMZ standards, procedures, and guidelines for project governance applicable for the IRK2005 project.
Reporting Relationships:
The ASB Assistant Field Officer Agriculture Anbar reports to the ASB Livelihoods Project Coordinator Anbar.
Responsibilities & tasks:
Under direct supervision of ASB Livelihoods Project Coordinator Anbar, the incumbent is required to achieve the following tasks:
- Conducting assessments and other data collections in the field for ASB project IRK2005.
- Supporting the ASB MEAL Manager in M&E activities as required.
- Assist in the implementation and monitoring of all activities, at field level, as laid out in the plan of action (Assist in rehabilitation works through MoWR for major works and community-based CFW interventions for unskilled works, Regular monitoring visits to the project area, assist in the beneficiary selection of vulnerable farmers for drip irrigation based on baseline assessment, BoQ, tender, procurement and delivery of drip irrigation systems, Data collection on application of irrigational methods as part of baseline assessment, Regular field visits to monitor the application of irrigational methods and to consult and supervise beneficiaries, assist in endline study).
- Organize and support the implementation of agricultural activities in the ASB/DAA Anbar field office.
- Manage the effective and proper use of assets, financial resources and facilities according to standard procedures in order to comply with auditing requirements.
- Prepares adequate administrative and financial documentation necessary for implementation of assigned tasks for approval by the ASB Livelihoods Project Coordinator Anbar.
- Support beneficiary’s identification and selection processes together with the ASB Livelihoods Project Coordinator Anbar.
- Active participation to field assessments (logistic organization, identification of needs, monitoring).
- Make field arrangements for planned field visits to project locations.
- Assist ASB Livelihoods Project Coordinator Anbar in the preparation of all documents and forms necessary for the implementation of the agricultural project.
- Assist the ASB Livelihoods Project Coordinator Anbar in coordinating activities with local authorities, community members, other implementing actors and partners at the local level.
- Maintain coordination and appropriate information sharing and communication lines with partner DAA and stakeholders at field level to avoid duplication and maximize synergies.
- Regularly monitor project activities and provide timely inputs and feedback to the ASB Livelihoods Project Coordinator Anbar.
- Follow up with ASB Livelihoods Project Coordinator Anbar the complains from the beneficiaries and communities and keep a record of them.
- Assist in the facilitation of trainings for volunteers and beneficiaries.
- Assist to set up a clear beneficiary follow-up mechanisms and ensure that appropriate follow-ups are made to support the beneficiaries.
- Compile and submit regular project updates and weekly activity reports.
- Collect information for work plans, regular donor progress and impact reports, interim reports and final report for the projects as required by the ASB Livelihoods Project Coordinator Anbar.
- Perform any other duties as required such as translating documents, recording meetings minutes, etc.
- Support the ASB Livelihoods Project Coordinator Anbar to conduct regular security and risk assessments in the targeted project areas to identify safety and security needs.
- Support in the development of lessons learned to improve the implementation of program activities.
- Maintaining photo documentation of project activities to be shared with ASB Duhok office.
- Authorized to drive official ASB/DAA vehicle for project related duties.
- Registers and treats information (general and specific) accurately and with confidentiality.
- Any other tasks as directed by the ASB Livelihoods Project Coordinator Anbar.

- Iraqi national with excellent command of written and spoken Arabic & English (from Anbar governorate).
- Good computer skills in MS Word, Excel, Power Point. etc.
- At least two years’ work experience in a related field.
- Good understanding of developing implementation plans and monitoring systems and ensuring project activities are implemented to a high standard in a timely and professional manner.
- Ability to analyze information.
- Ability to work under stress and within tight deadlines.
