Arbeiter-Samariter-Bund (ASB) – the Workers’ Samaritan Federation – is a German aid and welfare organisation, engaged in areas such as civil protection, rescue services and social welfare services. As a non-political and non-denominational organisation, ASB has, since its foundation in 1888, represented continuity and reliability.

Since August 2014, ASB established its own office in Dohuk and recently implemented projects in the sectors health, WASH, protection and livelihood for IDPs, refugees and host communities, valued at € 15 million.

ASB expanded its presence to all governorate of Iraq, in 2017, opening one office in Baghdad and offices in Anbar and Salah ad-Din governorate, increasing the portfolio of its programs to effectively satisfy the immediate needs of thousands of beneficiaries while responding to the developmental plan of the country.

Funded by the German Development Cooperation (BMZ), the objective of the project “Sustainable and resilient livelihood development in conflict affected regions in Northern Iraq” (IRK1803) aims at creating sustainable livelihoods for residents and returnees in the project region by addressing the needs through interventions in that focus on the areas of food security, income generation, strengthening local governmental structures in the DoA and the reconstruction of basic infrastructure while promoting the use of renewable energies and strengthening resilience.

Position Title: ASB Livelihoods Project Coordinator Sinjar

Purpose:

The ASB Livelihoods Project Coordinator Sinjar, coordinates the IRK1803 livelihoods project in Sinjar, funded by the German Development Cooperation (BMZ) under direct supervision of the Livelihoods and Agriculture Program Manager (LAPM).

The position holder is expected to follow ASB’s and donor BMZ standards, procedures, and guidelines for project governance applicable for the IRK1803 project. This includes the coordination between ASB Duhok office and the project office in Sinjar, coordination with project partners and liaison with the relevant stakeholders and authorities.

Reporting Relationships:

The ASB Livelihoods Project Coordinator Sinjar reports to the Livelihoods and Agriculture Program Manager (LAPM).

 

Responsibilities & tasks:

Under direct supervision of Livelihoods and Agriculture Program Manager, the incumbent is required to achieve the following tasks:

  • Assist and support the LAPM in the effective application of PCM tools, elaboration of coherent work plans, project and program documents, in the monitoring of project work plans, project effectiveness and achievement of results and provide inputs to donors report as required;
  • Coordination with various stakeholders in the field, implementing partners and CBOs;
  • Build capacity of volunteers, communities, government partners and project partners in livelihood issues;
  • Facilitate and report (weekly, quarterly and annually) on livelihood project activities, outputs and outcomes in the served communities;
  • Carry out civil work baseline assessments related to agricultural and rural development and be able to prepare BOQs;
  • Experience in project management;
  • Collect information for work plans, regular donor progress and impact reports, interim reports and final report for the projects as required by the LAPM;
  • Ensure representation of ASB office at District and regional events related to livelihood project activities where ASB is invited and report on them to the LAPM.
  • Maintains contacts database and arranges meetings with external stakeholders;
  • Participate actively in award review meetings for procurement and assist the LAPM and ASB Admin & Finance Manager (AFM) in financial decision making;
  • Support the LAPM and M&E manager that MEAL tools are systematically implemented and used by project staff, partner and CBOs;
  • Support the LAPM and M&E manager in baseline surveys, regular monitoring, review and evaluation, in cooperation with the M&E manager;
  • Support the LAPM and M&E manager that the achievement of outputs are in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities;
  • Liaise continually with and establish close linkages with other programs, agencies and entities, and other international and national stakeholders concerned with or providing assistance on Sustainable Livelihoods issues;
  • Strict and consistent application of ASB and BMZ rules and regulations;
  • Participation in the capacity-building of the national counterparts, project partners and CBOs;
  • Support LAPM and AFM in the management of contractors involved in the implementation of the project in accordance with standing criteria and procedures;
  • Promote and share ideas for improvement and necessary changes in the project activities;
  • Support in the development of lessons learned to improve the implementation of the project activities.
  • Prepares adequate administrative and financial documentation necessary for implementation of assigned tasks for approval by the LAPM and/or AFM.
  • Registers and treats information (general and specific) accurately and with confidentiality.
  • Translation of program-related documents when required.
  • Authorized to drive official ASB vehicles.
  • Support the LAPM to conduct regular security and risk assessments in the targeted project areas to identify safety and security needs.
  • Acting as ASB Head of Base for Sinjar, Nineveh
  • Any other tasks as directed by the LAPM.

Minimum required knowledge & experience:

 

  • University degree preferable in engineering, agriculture or related studies.
  • Minimum 3 years of experience from a project implementation position in a humanitarian/recovery context.
  • Previous experience working with NGOs in Iraq
  • Livelihoods expertise in transition/early recovery context, agriculture related projects, cash transfer programs, small business development and soft-skills training.
  • Previous experience working in the district and Regions targeted by the program.
  • Good computer skills (word, excel, power point).
  • Iraqi national with excellent command of written and spoken Arabic & English.
  • Ability to analyze information.
  • Ability to work under stress and within tight deadlines.
