Candidates must be primarily Turkish nationals. The minimum educational requirement for this position is a university degree.

The Assistant Operations Data Management Officer contributes to the management of data collection and reporting activities in field operations. The incumbent liaises with relevant Officers in the regional hubs or sections in headquarters, as applicable, for technical guidance on data management. S/he may supervise some support staff.

Duties

– Manage the use, maintenance and technical support to ProGres (registration database) including planning and oversight of data collection, input and verification; produce standard and ad hoc reports, and ensure ProGres-related data entry activities are reflected in SOPs for registration, resettlement, repatriation, protection, community services, and programme activities.
– Respond to report requests from UNHCR staff, local governments, partners, donors and Headquarters.
– Keep data up-to-date, secure and accurate.
– Facilitate and /or undertake additional data collection activities including planning and coordinating data collection methodologies and analyses with relevant staff.
– Serve as the focal point for compiling and calculating statistics for resettlement, population figures, and standards and indicators, as well as for annual, periodic and requested statistical reports.
– May be required to assist in training of staff as well as staff members of implementing partners in relevant aspects of data management and provide other support to end-users of database systems.
– Liaise with relevant staff on new reporting requirements and procedures as needed; conduct data collection audits in order to ensure that no unnecessary data collection occurs and to ensure that all necessary data is being captured; create and maintain databases and spreadsheets that meet operational requirements.
– May be required to coordinate with GIS colleagues to ensure that data collection is compatible with GIS as necessary and assist with GIS and mapping tasks as required.
– Archive and backup database systems; ensure security of databases; perform database administrator functions.
– Authorize updates and amendments of ProGres data and the ProGres SOP.
– Design operational reports, statistics, and other relevant data collection forms.
– Perform other related duties as required.

A competitive compensation and benefits package is offered. The monthly net salary is between TRY 14,366 and TRY 18,390 depending on relevant experience, dependency status and language proficiency. ======================================================================================================== Turkey is home to the world¿s largest refugee population, with almost 4 million refugees and asylum-seekers.  The Government of Turkey leads the refugee response with UNHCR providing technical and capacity development support.

In supporting the refugee response in Turkey, UNHCR works in partnership with public institutions at the national, provincial and local levels, as well as with refugees and host communities. UNHCR promotes access to and the provision of protection, by working in close partnership with the public institutions.¿¿

The incumbent will be part of the Operational Data Management Unit within the UNHCR Representation in Turkey. The s/he will report to the Head of Unit, Senior Information Management Officer.
The Unit is responsible for the data management activities in UNHCR Turkey and the development of internal tools and sites for the in-house needs of UNHCR Turkey. In addition, the Unit is in direct communication with the Government institutions in Turkey and supports their efforts to improve the technical capacity and the efficiency of the institutional systems.
Within the efforts to improve the technical capacity and systems of DGMM, the incumbent will work in a team of technical staff established jointly by DGMM and UNHCR. The technical team will be responsible for the coding, development and testing of new applications and tools under DGMM¿s domain and refugees¿ use.

The incumbent will be directly involved in the development of DGMM¿s appointment system for the use of refugees and Turkey. The system will enable refugees to take appointments from the relevant Provincial Directorates of Migration Management for different procedural needs at different instances. The tool will be integrated into the existing systems in DGMM and will also have a mobile application to maximize its use.

Based on the work structure of DGMM, a remote working modality will not be possible. The incumbent will need to work at DGMM premises most of the time and will be in direct communication with DGMM experts and managers regularly. When required, he/she will also act as the team leader, during the absence of the team leader.
The incumbent will receive regular coaching and guidance from the team leader within DGMM regarding the functions and tasks. When needed, other DGMM staff will also coordinate with him/her on the requirements. DGMM will be measuring the work progress through tools available to assess the progress (TFS etc). UNHCR will also access DGMM¿s progress reports to review the performance. In addition, regular feedback on the incumbent will be received from the team leader and DGMM staff. The regular UNOPS personnel evaluation cycle will be implemented by UNHCR and the supervisor at UNHCR will be responsible for the overall evaluation of the personnel. When needed, the incumbent will also support UNHCR on the development of new integration needs, tools, and applications required to improve UNHCR¿s technical capacity.¿

Education

B.S. and/or M.S. degree in Computer Science, Computer Engineering, Information Technology or similar and related fields.
