The Global Relations Secretariat (GRS ) supports the implementation of the Secretary-General’s strategic orientations by co-ordinating the OECD’s relations with partner countries and with other international organisations. It advises the Secretary-General and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations, ensuring a homogeneous implementation of the Global Relations Strategy. GRS supports the work of the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensure that relevant regions and economies are effectively engaged in the Organisation’s work.

GRS is looking for a Budget Officer to work at the OECD Istanbul Centre to carry out a wide range of administrative and financial tasks. The successful candidate will work under the supervision of the Head of the Management and Communications Unit (MCU) based on Paris.

Main Responsibilities

Budget Monitoring and Control

  • Monitor day-to-day expenditure, which includes reviewing and approving financial commitments and contracts for procurement of intellectual and operational services.
  • Control and monitor expenditure and income and perform regular analysis of operational expenditure, and all types of income (publications, subscriptions, conferences, events, analyses, projects, and other Voluntary Contributions (VCs)).
  • Assist with the establishment of provisional non-staff expenditure plans.
  • Provide regular reporting on the Directorate budgets and on overall financial resources (including VCs and income), for the Head of MCU and senior management to monitor actual expenditure against budgeted cost estimates for output results. Examine variances with management and implement follow up actions, as required.
  • Help provide relevant expenditure and income forecasting and regularly reconcile expenditure and income accounts with plans.
  • Provide detailed analysis and reporting on grants and voluntary contributions, ensuring that all of the grant conditions are respected.
  • Ensure compliance of the activities performed with OECD financial regulation, instructions or guidance provided by the corporate function (EXD/PBF) and maintain appropriate records for audit purposes.

Guidance and assistance

  • Advise managers and assistants on preparation and negotiation of contracts for intellectual and operational services.
  • Provide guidance to staff on compliance with OECD Financial Regulations and procedures, notably on tender and price comparison procedures, consulting with OECD Legal Directorate, EXD/PBF and Central Purchasing Services, as necessary.

Programme of Work and Budget (PWB)

  • In collaboration with colleagues of MCU, work with managers to develop detailed cost estimates for output results.

Ideal Candidate Profile

Academic Background

  • A university degree in business administration, finance or accounting, or in a closely related field.

Professional Background

  • At least three years’ experience in budget and finance reporting unit or a finance and audit position in a major national firm, an audit international company or an international organisation.
  • Proven experience in the application of administrative and financial procedures, in an international context or an international organisation.
  • Knowledge of the OECD’s structure, processes, regulations and administrative systems or experience in a similar role in another International Organisation would be an advantage.

Tools

  • Very good knowledge of and practical experience with the IT systems used for financial management (SAP/BO/OBMR, Excel, or similar applications) in order to process and monitor transactions, track income and expenditure and provide regular reporting for management purposes.

Languages

  • An excellent written and oral command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other.
  • Knowledge of other languages would be an asset.

Contract Duration

  • One year fixed-term appointment with the possibility of renewal

Salary Information

  • Remuneration is in accordance with the OECD salary scale for Turkey. Monthly base salary starting from 9982.95 TRL plus allowances based on eligibility.
