Its foreign activities focus on the health and social sectors and on developing livelihood for the local population and education of children and adults.

The Cash for Work Officer will be based in CCR’s office in Heet/ Anbar frequent travels to the project intervention areas around Anbar governorate and under supervision of Cash for Work Specialist in CCR.

I. Job Description

Ensure the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by CCR.

Develop and maintain good relations with the persons of concern, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of CCR’s sector activities.

II. Responsibilities

  • Supervise the registration and profiling of CfW beneficiaries; mainstream and encourage the equal participation of women in CfW teams through CCR assessment tools and selection criteria .
  • Supervise the performance of the CFW TL and ensure their compliance with the work plan through conducting frequent field observation visits and provide technical support and guidance to the CFW TL whenever needed.
  • Contribute to the identification of community based CfW projects, including infrastructure projects by coordinate with Field engineer.
  • Liaise with potential contractors on CfW project implementation, particularly regarding utilization of CCR CfW beneficiaries as part of daily labor (DOLSA).
  • Coordinate with the CASH FOR WORK SPECIALIST to establish, document and organize and maintain up to date of clear work plans for community based CfW projects, including community infrastructure projects., in line with project and budget documents.
  • Conduct and document regular monitoring visits to different ongoing CfW projects, ensuring full and continuous documentation of progress.
  • Contribute to the visibility of the project implementation through ensuring utilization of visibility materials, conducting interviews with beneficiaries according to CCR code of conduct.
  • Provide briefings and debriefings to field teams at the beginning and end of the day.
  • Supervise and support the payment of beneficiaries and report to the CASH FOR WORK SPECIALIST on bottlenecks or delays.
  • Ensure adherence to the monitoring and evaluation system of the project and contribute to the data collection as needed.
  • Supervise outreach activities, socialization campaigns and other activities associated with the project in the project implementation areas.
  • Maintain and foster positive working relationships with the local authorities, beneficiaries, and other stakeholders such as local communities, services providers, etc.
  • Identify new areas of operations for Cash for work projects and conduct relevant assessments requested by the Cash for Work specialist in the target areas.
  • Liaise with the other CCR departments for coordination of work and referrals from and to Cash for Work.
  • Liaise with other relevant humanitarian actors in the area for coordination of work.
  • Enhance the quality of Cash for work programming throughout the project cycle through initiatives such as beneficiary consultation, market analysis, and innovation, etc.
  • Identify any logistic and finance needs and prepare and submit accordingly any logistic and finance documents needed to the relevant department or to the focal point in Erbil office.
  • Prepare and submit weekly report to supervisor and any regular qualitative reports within given timeframes.
  • Undertake regular field/onsite visits to implement and supervise Cash for work activities.
  • Ensure appropriate beneficiary communication and accountability by delivering effective IEC (Information, Education and Communication) materials before, during and after distributions, including supporting the established complaint mechanisms, conduct demonstration and awareness sessions by coordinate with Community Mobilization Officer and M&E unit.
  • Contribute to refining of data collection, business proposals, reports, photos.
  • Ensure that project activities develop and are implemented in line with CCR’s mandate, policies, procedures, and country strategy, as well as with donors’ requirements and international protection guidelines.
  • Any other duties as directed by the Cash for Work specialist.

Qualifications & Preferred Skills

  • BSc Degree in management, or related filed is a must.
  • At least 3 years’ experience in Cash Program with an INGOs.
  • Adhering to CCR and the donor’s system and policy.
  • Ensure implementation of work plans in accordance with the project work plan.
  • Monitor and report on various activities.
  • Oversee the everyday operations in the working area.
  • Oversee monitoring frameworks for measuring the progresses of various staff at field officers.
  • Review and ensure the archiving of the project document.
  • Any other duties assigned by the CFW specialist
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Any other duties assigned by the Manager.
  • Fluency in English and Arabic.
