CONSULTANT FOR DEVELOPING A TRAINING CURRICULUM FOR SENSITIZATION ON YOUNG PEOPLE’S SEXUAL AND REPRODUCTIVE HEALTH RIGHTS

Background
Oxfam is an international confederation counting 17 organizations working together with partners and local communities in more than 90 countries.
Oxfam has been working in Iraq since the 1990’s with both an expanding and contracting presence. In 2014, Oxfam established its first office in Mosul when the conflict with ISIS began and the country was thrown into a new humanitarian crisis, in already fragile context. In 2021, Oxfam is amongst the largest NGO’s operating in the country. With nine offices and almost 200 employees.
Oxfam in Iraq strategy is shaped around 3 key pillars 1) Humanitarian response 2) Governance and 3) Equality. Within each of these pillars, intervention cover the following sectors: Emergency Food Security and Vulnerable Livelihoods, Water and Sanitation and Hygiene, Gender and Protection, Emergency lifesaving support, and Local Humanitarian Leadership.
In this framework, Oxfam in Iraq has recently launched a new project, Masarouna, aiming at supporting young people’s advocacy to achieve their Sexual and Reproductive Health and Rights (SRHR). We are now looking for a consultant to develop a sensitization/training curriculum for young people on Sexual and Reproductive Health and Rights (SRHR).
Masarouna program
In a context where securing Sexual and Reproductive Health and Rights (SRHR) is challenging, the Masarouna “Our Pathway” programme will mobilize the power of young people (YP), for collective action to support their fight for greater freedom of choice and respect for their SRHR.
The programme is implemented in six countries/territories: Egypt, Iraq, Jordan, Lebanon, the Occupied Palestinian Territory (OPT) and Tunisia. Masarouna identifies two main interlinked pathways to achieve the desired change. Pathway 1 is focused on the direct influencing of decision-makers and society to address inadequate legislation and harmful traditional social and cultural norms through strengthened
youth engagement. Pathway 2 is focused on strengthening civil society, reclaiming civic space and the formation of new partnerships and alliances.
Trainings and sensitization overview
In this framework, Oxfam in Iraq and its implementing partners (REACH Iraq, Together Ngo, Emma Ngo, SEEFAR), will carry out sensitization and training activities on YP SRHR for different target groups:
– Target group 1: Adolescent boys and girls (age 12-15 years old) in the Kurdistan Region of Iraq (KRI), specifically in the Governorates of Sulaymaniyah and Erbil.
– Target group 2: Young boys and girls (15-18 years old) in the Kurdistan Region of Iraq (KRI), specifically in the Governorates of Sulaymaniyah and Erbil.
– Target group 3: Boys and girls (18-35 years old) in the Kurdistan Region of Iraq (KRI), specifically in the Governorates of Sulaymaniyah and Erbil.
– Target group 4: Biology teachers (men and women) from high schools in the Erbil Governorate.
– Target group 5: Social workers (men and women) operating in the Erbil Governorate.
Depending on the target group the sensitization/training sessions will be co-facilitated by peers and volunteers from the two youth organizations already involved in the initiative: Y-peer Kurdistan and IFMSA Kurdistan. The co-facilitators will conduct interactive facilitation sessions, adopting engaging training and sensitization methodologies such as games, sport, art and theatre (among other options).
Objectives of the consultancy
The consultant will be in charge for developing a sensitization/training curriculum tailored to the needs and roles of each of the 5 target groups. The content of the curriculum will build on the findings of the “research with YP to document their SRHR needs and interests and define the best strategies to safely address them” currently being implemented under Masarouna project, and other evidence-based researches, methodologies and curriculum designed for YP and SRHR.
To this purpose, the consultant shall review and contextualize the already existing literature and training materials on the topic, including what has been developed by Masarouna partners in Iraq, and tailor them to the focus and needs of the Masarouna project.
The curriculum will be used by the facilitators and youth volunteers to conduct the sensitization and training sessions starting October 2021 for the coming 4 years of the project.
The curriculum shall include a section on training guideline and materials to be used as a reference by the facilitators.
Methodology
The consultant will adopt a gender-sensitive approach, inclusive of all stakeholders, culturally sensitive and participatory, he/she will ensure the application of the “do no harm” principle.
He/she will analyse the information contained in the research study and ensure the training curricula addresses the topics listed in the content outline (Annex I).
If data contained in the research and/or the existing materials need to be further un-packed, Oxfam might request the consultant to conduct additional data collection, such as key informant interviews and focus group discussions.
The consultant shall conduct an inception session with all the partners to gather the needed information on expectations, target groups characteristics, preferred sensitization modalities, experiences and training approaches/tools, etc…The inception session will serve to identify the specific topics of the sensitization and training sessions. According to a preliminary selection the topics included should the following:
– In depth definition of sex, gender and reproduction,
– Taboos and beliefs around sex, gender and reproduction
– Sexually transmitted infections,
– Harmful traditional practices,
– SGBV,
– Access to physical health services, including accurate information and services
– Access to mental health services,
Please note that the finalized list of topics shall be identified after the inception session with all the partners and included in the inception report for validation.
Deliverables and timeframe
The dates indicated in the timeframe are indicative, the applicants shall include a detailed timeframe within their technical offer and clearly illustrate the dates by which the deliverables will be finalized. Please note that the consultancy shall last a minimum of 15 to maximum of 25 days.

Qualifications & Preferred Skills
Skills and experiences:
– At least a bachelor degree in health, gender studies, psychology, or subjects relevant to the field. Master degree in similar topics is preferable.
– At least 5 years of prior work experience in design, development and conduction of training packages, especially for youth and SHRH.
– Proven experience in developing manual, training modules/curriculum, training documents or similar publications on youth and SRHR.
– Relevant previous experience in the region or in the country will be added advantage.
– Expertise in gender and human rights-based approaches in data analysis.
– Good communication skills and ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts.
– Excellent writing skills.
Language:
– Fluency in written and spoken English.
– Knowledge of Arab (which can be outsourced by the consultant)
– Knowledge of Iraqi Kurdish is an asset.
