Norwegian People’s Aid is seeking a Country Programme Manager for Iraq, our biggest Mine Action and Disarmament programme.
Wars and armed conflicts come to an end; however, the remnants of war continue to terrorize millions of people for decades to follow. NPA’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has 21 Mine Action and Disarmament Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

Norwegian People’s Aid (NPA) Mine Action and Disarmament has been present in Iraq since 1995 and currently has three operational clearance projects: in Southern Iraq, based in Basra (operations in Basra and Muthanna governorates); in Northern Iraq, based in Mosul (operations in Ninewa governorate); in Central Iraq, based in Ramadi (operations in Anbar). The Programme is managed from its Mine Action and Disarmament country office located in Baghdad.
NPA Iraq has 31 multi-task teams, eight mechanical teams, nine Non-technical survey teams, two Explosive Ordnance Risk Education teams, three Mine Detection Dog teams and two Quality Control teams.
In this position your main responsibilities will be:
- Provide strategic leadership and in coordination with the Country Director, representation of NPA in Iraq and maintain robust oversight of the programme to ensure quality delivery of NPA’s activities.
- Accountable to NPA Head Office (HO) for the delivery, effective management, monitoring and evaluation of NPA’s activities in the DMAD programme.
- Ensure the effective integration of strategic, programmatic and operational management to maintain relevance, quality and impact of all activities in country.
To be succesfull in this role you must have:
- Relevant higher education and/or equivalent professional experience
- Experience from Mine Action and Disarmament
- Previous experience of working internationally at senior management level
- Experience of strategically managing and directing large scale projects including implementation, management, monitoring and evaluation, risk assessment and mitigation and contract compliance
- Strong people management experience with proven ability to lead and manage a multidisciplinary and multicultural team, often remotely
- Experience of having developed relationships and negotiated with donors, government bodies, other NGO’s as well as local partnerships
We consider it an advantage if you also have:
Experience of developing programme strategies and managing finance, administrative and human resource systems. Knowledge and understanding of relevant institutional donors and humanitarian and capacity development principles along with written and verbal proficiency in English and good numeracy and IIT skills. It is also desirable with experience and knowledge from work in post-conflict contexts and understanding of the relevant national, humanitarian and development context of the programme, it is also desirable with knowledge of the Arabic language.

We offer a comprehensive salary package which includes country specific allowances *You will be covered by our insurance scheme. In general, we emphasize the importance of strong health and you will need a medical «fit for duty» attestation from an NPA approved health service to take up the position.
