The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) is seeking an experienced and highly motivated individual to join our team as a Cultural Navigators with the Workforce Development Administration.
Job Duties:
- Investigate and provide assessment, evaluation and appropriate services for complex cases involving job seekers who present with compounding social-economic and/or trauma informed response barriers to employment acquisition.
- Direct employment development services for TANF refugees according to each client’s Employability and Self-sufficiency plans, including direct client transit if other resources are not available.
- Write comprehensive progress notes, case plans, and closure summaries. Maintain accurate and timely case files. Provide information and/or in-service to community agencies who are part of a client’s joint care team.
- Request, obtain, review, and analyze complex program enrollment diagrams from TANF Job contractors and external service providers. Meet and review cases with the Unit Supervisor on a regular basis to ensure clients are receiving services under IPS principals.
- Refer clients for case management services defined under 45 CFR 400.155 at other entities as required. Facilitate appropriate services in accordance with Case Management definition detailed in 45 CFR 400.2 Collaborate with the client, providers, community resources to deliver appropriate assistance. Assign tasks to other team members as necessary. Help provide on-the-job training and guidance to external service providers
- Identification and utilization of interpretation and translation resources in cases where staff lack professional proficiency in the client’s language.
Knowledge, Skills & Abilities (KSAs):
- Knowledge of policies, procedures, and practices of the agency and the program in which employed
- Knowledge of common human needs, growth, personality, and behavior and sources of family conflict
- Knowledge of current State, Federal, and local laws governing program
- Available community resources that may be utilized on behalf of applicants or clients
- Cultural, environmental and community influences on behavior and development of individuals for incoming refugee arrival groups
- Skills in managing cases, establishing, and maintaining control over case plans, schedules, timetables, priorities and agenda
- Skills in counseling and interacting with refugee families in the context of the program
- Skills in communicating verbally and in writing
- Ability to diagnosing case problems, assess needs and evaluate the usefulness or suitability of resources
- Ability to applying the principles and practices of work leadership and work management
- Ability to work effectively in high pressure situations
Selective Preference(s):
- Bachelor’s degree in Social work or analogous field and one year of experience in work force development; OR two years in workforce development for non-English speaking populations. Verbal skill in one or more languages: Arabic, Spanish, Swahili, Kinyarwanda, Somali, Dari/Farsi is desired.
Pre-Employment Requirements:
- Travel will be required for State business
- Be subject to a search of Child Protective Services Central Registry and the Adult Protective Services Registry
- Level One Fingerprint Clearance Card issued pursuant to section ARS 41-1758.07
- Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
- Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
- The position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
