Background
The Refugee Self-Reliance Initiative (RSRI), co-hosted by the Women’s Refugee Commission and RefugePoint, is a joint effort by a coalition of organizations, government agencies, foundations, research institutes, and other partners focused on promoting opportunities for refugees to become self-reliant and achieve a better quality of life. The aim of this initiative is to reach 5 million refugees with self-reliance programming in five years, and ultimately help usher in a needed paradigm shift in refugee response. The coalition is building three mutually reinforcing strategies to achieve its goals—programming, measurement, and advocacy—with the aim of building an evidence base for effective programming and promoting successful refugee self-reliance strategies among key decision-makers and responders.
With Covid-19, the global landscape has evolved further, with refugee self-reliance and resilience more important than ever. The RSRI has an excellent opportunity to build on existing frameworks such as the Global Compact on Refugees and Sustainable Development Goals to support global leaders to achieve the goals set out in country level Comprehensive Refugee Response Frameworks and Global Refugee Forum pledges to fund, implement, and enable refugee self-reliance.
About the Project
Many RSRI partners initially came together as a Community of Practice to share measurement tools related to self-reliance. It was quickly discovered that while many partners expressed the need for such tools, very few existed. This inspired the co-creation of the Self-Reliance Index (SRI). The SRI was created to track refugee household progress toward self-reliance. It supports practitioners in designing and providing effective services and can be used to target populations for assistance, highlight service gaps, and inform funding priorities. The SRI can help fill the evidence gap around which service models are most effective; in turn, this knowledge can be used to influence policymakers, funders, and responders.
The SRI’s official launch began in mid-2019, when organizations serving refugees began using the tool to track clients’ self-reliance and evaluate programs. The RSRI has committed to supporting partner organizations in their use of the SRI by providing basic analysis of their SRI data and sharing any programmatic or policy insights that may emerge from the analysis. Additionally, the RSRI has outlined several key learning objectives for SRI data collected through 2022; these learning objectives and the organizational commitments described above will be carried out by the RSRI team with a new technical team directly focused on partner support in implementing the SRI.
Position Description
This consultant position will be part of the Self-Reliance Index (SRI) technical team, along with the SRI trainer in support of organizational partners in humanitarian and development settings. The consultant will provide critical support to SRI implementing partners. The consultant will provide SRI data analysis, communication, and visualization from multiple SRI sites to support the learning agenda of SRI users.
Responsibilities
Analyze data from the SRI. Provide ongoing feedback to partners through calls, shared data platforms, and Tableau (or similar tool).
Evidence mapping, maintain databases, and translate technical papers and visualizations into actionable briefs for practitioners and funders.
Contribute to the RSRI, collate overall SRI user data for RSRI communications, and coordinate all SRI technical support with the SRI trainer role.
Skills and Qualifications
Knowledge of quantitative data collection and analysis methods, techniques, and procedures.
Strong communication skills.
Fluency in Arabic and/or Spanish or French.
Proficiency in Microsoft Excel; Proficiency in Stata.
Proficiency in data visualization platforms such as Tableau.
Proficiency in English required. Proficiency in either Spanish, Arabic, or French required.
Excellent organizational practices and attention to detail.
Flexibility (hours may vary by week).
The ability to take direction and work independently and with multiple project teams, as well as taking initiative within areas of personal responsibility.
Experience in humanitarian settings a plus.
