Chemonics seeks a short-term data scientist (20 days LOE) for the ongoing FCDO Syria Education Programme (Manahel). The project aims to provides access to safe, inclusive, and quality learning opportunities to children in Syria, while strengthening education actors to effectively manage education. Manahel focusses on establishing strong, measurable results that maximise the programme’s resources. To do this, the programme is designed to realize cross-cutting outcomes that lead to 500,000 children (50 percent girls) including those marginalized gaining access to safe and inclusive education, and up to 50 percent of children achieving basic learning outcomes. Those four outcomes are: Access, Quality, Psychosocial, and Capacity. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:


The data scientist will be part of the Short-Term Technical pool supporting Manahel’s objective of developing and designing integrated interventions to enhance access and quality of education for children. In particular, s/he will support three main deliverables:

  • Learning Levels Explorer updates (Deadline: September 17, 2021)
    • Scope specified to a greater level of detail and agreed between client & consultant
    • At least 1 round of iteration, shared at least 5 days before final delivery and returned by client at least 3 days before final delivery
    • Confidentiality and security considerations have been undertaken, e.g. URL can’t be brute-force guessed/trawled by search engines, no reference to the project name, company or any school names – client will advise further on this
  • SDQ Explorer (Deadline: September 17, 2021)
    • Additional tab in the Learning Levels Explorer or similar app with the same look/feel, so new users can use it intuitively
    • New data can be uploaded by the team using just updated Excel dataset and re-running the build (no new coding required)
  • EGRA/EGMA correlation analysis with continuous assessment data (Deadline: October 1, 2021)
    • Tool in R, Excel or similar that the Manahel team can open and manipulate
    • Short report (about 2 pages of text, excluding charts) demonstrating if/where correlations exist, and how strong they are
    • Subsequent data processing can be run automatically with new datasets in Excel format and no code adjustments

Qualifications:

  • Bachelor’s degree in a relevant field is required. Advanced degree in education or relevant discipline is preferred
  • At least five years of progressively responsible experience in developing and implementing different education interventions to improve education quality
  • Knowledge of in-service teacher professional development in the context of literacy and numeracy
  • Understanding about the context, conflict and security situation in conflict environments preferred
  • Experience working with different levels of stakeholders; local actors, local and international NGOs
  • Knowledge of the political, humanitarian, and education sector dynamics within a conflict context
  • Team player with strong communication and writing skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required, Knowledge of Arabic preferred
