To succeed in this role, you must have a strong background in facilitating access to and utilization of data for school and district decision makers. This includes communicating complex data findings to stakeholders using clear language and graphics, creating dashboards and automating reporting processes to display data in a timely manner. The applicant will also assist and train diverse stakeholders on interpreting and using data to make instructional, programmatic and policy decisions. In support of this work, the applicant will develop and train others on administrative procedures for uniform data collection, management and analysis to improve the quality and utilization of data for decision making across the district. Additionally, successful candidates must exhibit strong leadership, be master communicators, and have a track record of successfully collaborating with a large number of adults. Successful candidates must also possess a high level of comfort with ambiguity and the willingness to seek new solutions to old problems.

The MLL Data and Accountability Specialist will work closely with District Administrative teams to support the transformation of public education in Providence. The MLL Data and Accountability Specialist will be primarily responsible for overseeing the accurate and timely identification and program placement of all Multilingual learners in the district. They are responsible for ensuring the district complies with all federal and state regulations governing MLLs and ensuring all district level data related to MLLs is accurate. The position would require a candidate with mastery of various data analysis tools, a strong foundation in data management and governance, and the ability to visually represent the data for consumption by decision-makers. The candidate must have the skills to analyze data to generate insights on district practices and compliance with legal requirements. This position would also support the district in developing plans for providing general guidance to comply with various Federal, State and Local laws, policies and regulations. Duties would include overseeing and leading a cross-divisional team in the design and production of reports to comply with various regulatory mandates, along with reports subject to the DOJ Settlement Agreement. The position would generate reports to provide internal and external stakeholders with actionable information on MLL services and academic outcomes.

Roles & Responsibilities

Leads the district in developing and revising current Multilingual Learner (MLL) data systems in order to maximize efficiency and accuracy

Ensures all MLL identification and placement data entry and processes are efficient, accurate and follow state and federal regulations.

Drafts written administrative procedures for uniform data collection, management and quality. Create and maintain secure data sets that are linked over time.

Conducts verification checks of data to ensure accuracy prior to analyses and dissemination.

Ensures all MLL district initiatives comply with federal and state laws, policies, regulations and standards.

Responsible for overseeing accurate data in the Rhode Island MLL census

Ensures the district monitors Active MLLs, MLLs who have waived out of MLL services and exited MLLs throughout the year in a timely manner

Manages assigned staff, develops priorities and assigns tasks and projects; meets regularly with staff to discuss and resolve priorities, workload, critical concerns and technical issues.

Creates dashboards and reports that clearly display data and disseminate to various stakeholders

Assists in the planning of assessment and survey administration.

Assists in creating a data-use program of study and provides training for school administrators, teachers, and central office staff in understanding and using data to inform decision making.

Works with Instructional Leadership Teams at schools to access and analyze student level data.

Works with district policies and procedures to process and fill internal and external data and research requests as part of an internal research review team.

Coordinates data sharing with community-based partners as defined in data sharing and confidentiality agreements.

Informs program evaluation and research designs, particularly with regard to data sources, collection tools, and analysis techniques.

Supports the data needs of ongoing MLL grant-based projects

Adheres to ethical guidelines defined by the American Psychological Association

Maintains absolute confidentiality of work-related issues, records and PPSD information.

Performs other duties as assigned.

Salary Rate Range

$64,644 – $79,388

Requirements

Bachelor’s degree or equivalent experience in Educational Statistics, the social sciences, or a related field from an accredited college or university.

Qualifications

Knowledge and skill in developing, maintaining and visualizing data and using data sets of various size and complexity (Examples could include software such as Excel to create graphs, charts and pivot tables; statistical packages such as SPSS or R for analyses; querying SQL databases; and data visualization using platforms such as Tableau).

Knowledge of various types of assessments preferred, particularly WIDA’s ACCESS for ELs, including an understanding of their associated scores.

Ability to read, analyze and interpret technical procedures and governmental regulations.

Ability to write reports and procedural manuals.

Effective oral and written communication skills, including the ability to communicate results to a wide variety of audiences.

Ability to work effectively as part of a team in support of teaching and learning.

Ability to set priorities and manage multiple projects simultaneously.

Ability to collaborate with colleagues, district and school-based administrators, and consultants and effectively lead teams

Ability to design, deliver, and coordinate high quality data driven professional development in a variety of venues

Knowledge and use of online data collection tools such as SurveyMonkey.

Successful experience working with diverse populations

Strong customer service orientation, responding to needs in a timely manner.

Multilingual candidate in at least one of the district’s major languages preferred (Spanish, Swahili, Arabic, Khmer, Portuguese, Creole)
