Norwegian People’s Aid is seeking a Deputy Programme Manager for our Mine Action and Disarmament programme in Iraq

Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. NPA Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and explosive remnants of war. Currently, NPA has more than 18 Mine Action Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.

Norwegian People’s Aid (NPA) Mine Action and Disarmament has been present in Iraq since 1995 and currently has three operational clearance projects: in Southern Iraq, based in Basra (operations in Basra and Muthanna governorates); in Northern Iraq, based in Mosul (operations in Ninewa governorate); in Central Iraq, based in Ramadi (operations in Anbar). The Programme is managed from its Mine Action and Disarmament country office located in Baghdad. Extensive domestic travel is required for the position. NPA Iraq has 32 multi-task teams, eight mechanical teams, nine non-technical survey teams, two explosive ordnance risk education teams, three mine detection dog teams and two external quality control teams.

Duty station: Baghdad

In this position your main responsibilities will be:

  • Assist the Programme Manager on all aspects of programme planning, implementation, monitoring and evaluation according to the strategy, annual plans and budgets; in accordance with the overall NPA guidelines and NPA Mine Action and Disarmament strategy and policies.
  • Communicate programme goals and operational plans to all levels of the programme and donors.
  • Assist the Programme Manager in developing and maintaining a proper document hierarchy (Programme strategy, Impact Assessment, reporting and annual plans for internal management, implementation and monitoring).
  • Liaise with the Programme Manager/Finance Manager to design and prepare suitable budgets.
  • Coordinate closely with all relevant stakeholders, local and national authorities.
  • Assist the Programme Manager in coordination and monitoring of Programme’s departments.
  • Represent NPA in stakeholder coordination groups as delegated by the Programme Manager.
  • Manage the activities of the Diversity and Gender Coordinator to ensure that NPA and Donor requirements are met.

To be succesfull in this role you must have:

  • 5 or more years within the humanitarian mine action sector.
  • Proven experience in operational planning and analytical skills.
  • Financial management experience, including budget preparation, monitoring and review.
  • Experience in drafting and reviewing donor reports.
  • Good knowledge of Humanitarian Disarmament policy and principles.
  • Good command of written and spoken English.

We consider it an advantage if you also have:

  • Programme level Mine Action managerial experience.
  • Good knowledge of IMAS, NMAS, SOPs and Land Release principles.
  • Mine action experience with non-technical survey, technical survey, manual demining, EOD, BAC, mechanical and/or animal detection.
  • Understanding of and working experience with national entities and partner organizations.
  • Previous experience working in Iraq.
  • Arabic language skills.

In this position, the following personal qualifications are required:
In this position, excellent interpersonal skills and the ability to cooperate and work in a multi-cultural setting are crucial. Moreover, excellent communication skills, the ability to identify and resolve programme issues, being able to work both with a high degree of independency and within a team environment, apply analytical skills in a systematic and structured manner, meeting deadlines and being able to work calmly under pressure are key in this position.
