Background:

The Syria Recovery Trust Fund (SRTF) was established for the financing of reconstruction activities to rebuild the country and alleviate the suffering of the Syrian people as a result of the on-going conflict. The SRTF was created to provide the international community with a vehicle to offer financial support to the National Coalition for responding to the needs of the Syrian people.

The Management Unit (MU) was established to manage the Fund and its allocations to projects addressing reconstruction, recovery, and stabilization to alleviate the suffering of the Syrian people.

Governing bodies of SRTF are:

· The Steering Board (SB), with frequent meetings two times a year.

· The Management Committee (MC), meeting every three months.

· The Director General of SRTF (DG).

SRTF Stabilization Programme Objectives:

The SRTF programme seeks to contribute to stabilization of liberated areas through interventions which provide communities with inputs for improved livelihood and recovery of basic services that are efficiently and effectively administered through adherence to principles of good management practices and governance. The interventions are planned and implemented with core objective to facilitate equitable access by local communities to project activities in order to promote socio-economic stability of the liberated areas.

The SRTF has three main types of programming:

1. Operational support for actors on the ground

2. Provision of In-Kind assistance (equipment, etc.) to support stabilization activities

3. Quick impact projects

The Incumbent will report directly to the Section Head and will assist him in the management of the programme portfolio and will ensure accurate conceptualization of activities in line with SRTF stabilization priorities and timely delivery of programme activities. The incumbent will also replace the Section Head during his absence.

1.Key Responsibilities:

Under the guidance and supervision of the Stabilization Programme Section Head (SPSH), the Deputy Section Head will be responsible for the following:

· Provide technical support and backstopping to the stabilization team to ensure effective management and implementation of all stabilization activities.

· · Follow up closely with project managers and field staff to ensure all interventions are implemented in accordance with approved work plans and project documents

· · Set performance standards, monitors progress, and intervenes at an early stage to ensure results are in accordance with agreed-upon quality and timeframes

· · Identify solutions to implementation challenges and ensure that oversight and accountability of SRTF resources is always maintained

· · Review and assess project proposals submitted by legible partners for funding in accordance with SRTF policies and procedures.

· · Review and finalize technical specifications for goods and services as related to availability in the regional markets

· · Review engineering designs and documents prepared by implementing partners and consulting firms and advise on the technical soundness, suitability, and feasibility of the design

· · Prepare/review procurement requests with required specifications and ensure compliance with the procurement policies and manual

· · Review/draft accurate progress reports and updates periodically and as required

· · Review/prepare payment documents to suppliers and implementing partners and ensure all documents and requirement are included as per SRTF policies and procedures

· · Establish coordination modalities with existing implementing partners and identify new and qualified partners who are active in stabilization activities.

· · Follow-up and ensure effective coordination across all field teams (FCOs, logistics, procurement, etc.)

· · Coordinate with the M&E team of the Management Unit (MU) to design basic M&E indicators for each activity

· · Follow up on activity-related queries from the Section Head, DG or the COO to ensure accurate and timely responses

· · Any other assignments or tasks requested by the Section Head, DG or the COO

2.Competencies:

Minimum qualifications

· B.S. degree in Engineering (Civil, Electrical or Mechanical). Project Management Certification (PMP) is a plus

· · Minimum 15-years professional experience in international development with 10 years of demonstrated management experience, preferably in conflict settings

· · Experience in managing technical staff and cross-sectoral teams that include but not limited to infrastructure, construction, utility service rehabilitation, and capacity building of entities in both rural and urban settings

· · Documented familiarity with designing and guiding teams through the program cycle (needs assessment, program design, implementation, M&E, closure)

· · Demonstrated attention to details and familiarity with project management tools (results framework, grant documents, workflow charts, etc.)

· · Computer literacy in basic software applications, (Microsoft office, MS Project, Primavera, etc.)

· · Business proficiency in the English and Arabic languages is required. Any working knowledge of regional languages shall be positively evaluated.

Personal characteristics (generally describes the ideal candidate)

· Knowledge and understanding of the risk factors associated with project implementation in conflict environment, and capacity to identify solutions to minimize effects of such factors and events

· Ability to communicate effectively, motivate, manage, and coordinate project works in a multi-ethnic team to deliver quality work and meet tight schedules under stressful environment and a varied cultural context

· Experience in delegating responsibilities and tasks to line managers for their undertaking

· Capacity to establish priorities, address project issues and needs within overall focus of the Stabilization Unit’s current and anticipated future activities

· Demonstrated teamwork skills to ensure timely response and reporting to his/her supervisor.

3.Reporting:

The Incumbent is responsible to:

· Review/Prepare and submit to the Section Head quarterly status and progress reports for active projects within the Stabilization Programme

· Review/draft progress updates and reports to the SPSH/DG/COO when required

· Maintain a tracker detailing all tasks, responses to project needs, and the timeframe for responding

· Adhere to Management Unit’s regulations on security and confidentiality.

This position reports to the Stabilization Programme Section Head. The incumbent will provide direct line management to all other staff of the Stabilization Programme.
