ROLE PURPOSE:
The Deputy Supply Chain Director is the member of Supply Chain team and managing Supply Chain Department (Procurement, Logistics, Admin and Liaison). The Deputy Supply Chain Director will be responsible for reviewing and developing Procurement & Logistics system and ensuring that all Procurement and Logistics procedures and policies are in place and that the project staff is adhered to such to ensure transparency, compatibility, accountability integrity and value for money with efficient and effective in Erbil and support other fields
KEY AREAS OF ACCOUNTABILITY:
The main responsibilities for this position are below:
• Responsible for ensuring highest level of integrity of the procurement process and proper adherence to Blumont, and donor procurement policies and procedures.
• Implement procurement processes and logistics operations for the program including grants, strictly following all rules and regulations as well as all stipulations established by USAID and other donors, Blumont Policy, Rules and regulations include:
• Manage the procurement process; evaluate costs effectiveness and provide support in negotiating agreements, based on Blumont guidelines and donor rules and regulations.
• Grants making – supporting Supply Chain Director to supervise the development and revision of the grants-making annual work plan. The Deputy Supply Chain Director ensures that activities and deliverables related to award are achieved on schedule, in accordance with approved specifications and within the allocated budget. Oversees and ensures compliance of activity fund with USAID and other donors rules and regulations and Blumont’s policies.
• Needs assessment – participate and assist in assessing the training, technical assistance, financial management, and commodity needs of potential grantees, and establish controls for expenditures and reporting on use of funds related to these needs
• Subcontractor/grantee monitoring – liaise with and provide the necessary assistance to other advisors and the Project Director on issues related to the development, refinement, production, data management, and monitoring of an administrative system to track the activities and performance of public health organizations who receive grants under the project as well as subcontractors working under the contract.
• Ensure confidentiality, integrity and Anti-Fraud policies and procedures are adhered to before, during and after procurement actions are completed.
• Evaluates the quality and appropriateness of supplies and equipment; conducts cost/quality comparisons.
• Provide orientation and training on procurement procedures and guides staff during the process as required.
• Ensure that proper segregation of purchasing responsibilities is in place in Erbil and all other offices.
• Provides support and advice on and assistance in procurement of new supplies, equipment for the projects, and provision information on best options in local and international.
• Ensure timely provision of goods and services for the country program.
• Review quotations and bids.
• Supporting procurement team for reviewing tender documentation.
• Liaise and negotiate prices with suppliers when appropriate. Follow up with suppliers concerning delivery times.
• Project stock levels and work with administration to keep accurate stock records.
• Provides support and advice on and assistance in procurement of new supplies, equipment for the projects, and provision information on best options in local and international markets.
• Checking all contracts before final Signature from Country Director in absent of Supply Chain Director.
• Supervising all procurement, Logistics, Admin and Liaison staff in Erbil and provide technical supervision of the sub office in Iraq and Syria.
• Checking the stock Management in Syria and Iraq and conduct the spot check time to time.
• Liaison with governorate for renewal the Blumont registration in Iraq and Northeast Syria.
• Reviewing the Fleet management and carpool report.
Team Management
• Build the capacity of Logistics, Procurement, Admin and Liaison staff in their understanding of quality logistics, Procurement and adherence to procedures.
• Ensure that the team are motivated, encouraged to suggest new ideas, and are performing well.
Required Skills & Qualifications:
• Bachelor’s Degree in Administration, Engineering or other related
• At least 10 years of relevant work experience, including experience with a Companies or international NGO managing an office or program.
• Experience within in a fast past humanitarian context is key
• Experience setting up emergency or humanitarian procurement systems;
• Knowledge of advance best practices procedures in high-risk environments;
• Strong communication skills; Advance in English & Arabic required of spoken and written
• Strong analytical capacity
Preferred
Willing and able to travel to North East Syria
