Polish Center for International Aid (PCPM) aims to develop the capacities of staff of Directorate of Municipalities-Dohuk and relevant municipal staff in Sheikhan district in drone mapping towards improved spatial data and spatial planning.
Main Tasks
1. Verify the technical specifications of the drone equipment and relevant flight planning/management and data processing software and laptop which are to be delivered by a supplier for use during the drone mapping training and subsequent on-the-job consultations.
2. Test-run the drone equipment and other inputs to ensure their functionality and suitability for use in the drone mapping training and the on-the-job consultations.
3. Identify training topics, develop the training curriculum/materials, and agenda (preferably in Kurdish) for the drone mapping training, and share them with the PCPM team for review and approval.
4. Conduct drone mapping training in Sheikhan town for 10 working days (5 hours a day)
The theoretical training will cover at least the following topics
- basic information on drone technology including different types and functionalities.
- How to fly and maneuver a drone, including flight planning and execution.
- Limitations in drone mapping and techniques to capture quality imagery.
- Awareness on risks associated with flying drones, and how to avoid or reduce these risks.
- Practical lessons to participants on drone flight and mapping.
- Local regulations surrounding drone technology
- Processing of data collected with the use of drones into orthomosaic images.
The practical training will include, but not limited to, the following activities:
- engage trainees in capturing of drone imagery utilizing drones with RTK capabilities for improved accuracy.
- provide any required support for trainees in capturing these images.
- develop orthomosaic maps for 2-3 neighbourhoods to be utilized within existing GIS (post-processing stage)
- ensure that trainees understand requirements for capturing the orthoimages required to generate orthomosaic maps.
5. Develop training evaluation form to measure impact of the training (preferably in Kurdish) to be administered during the drone mapping training and share them with PCPM for review and approval.
6. Develop in consultation with PCPM and DGoM Duhok time schedule for the on-the-job-consultations.
7. Conduct on-the-job consultations in five municipalities of Sheikhan district:
8. Coordinate with PCPM, DGoM Duhok and respective Sheikhan district municipality to plan for on-the-job consultations and drone mapping of the municipality areas.
9. Provide technical support for trainees while they drone map the whole or most of the municipality area (5 days per municipality as minimum average and 8 km2 per municipally as minimum average).
10. Provide technical support for trainees while they process collected data to develop orthomosaic images and maps for their respective municipality area (to be utilized within existing GIS).
11. Ensure that trainees understand requirements for capturing the orthoimages required to generate the orthomosaic maps.
12. Submit a brief activity report to PCPM including the training topics delivered, observations/comments on participants responsiveness, feedback from participants, analysis of training evaluation form results, the results of the on-the-job consultations, and recommendations for future trainings
13. Take part in the final workshop presenting outcomes of the activity, lessons learnt and recommendations for follow-up actions to the DGoM management and other relevant stakeholders
Minimum qualifications
- Preferable advanced university degree in Drone Mapping, GIS, GPS, Data Technology or a highly relevant field of study.
- Good and proved familiarity with drone technology and minimum of 5 years of experience using and/or training in drones, especially for producing maps fit for use with GIS.
- Experience in working with drone flight planning/management and data processing software, and GIS systems, including ArcGIS
- Experience in the design and use of data analysis algorithms, knowledge in drone-based data acquisition, specifically in photogrammetry, and data products is a considered an advantage.
- Experience in conducting similar trainings – theoretically and practically.
- Fluency in written and spoken Kurdish. Knowledge of English is also preferable.
- Ability to work with a team of municipality engineers and surveyors in the field.
- Ability to work under pressure with several tasks and various deadlines;
- Ability to actively generate creative, practical approaches and solutions to overcome challenging situations;
- A pro-active approach to problem-solving;
- Excellent writing, presentation and public speaking (communication) skills
- General IT Literacy
