REF: Eco-Vital – Provision of Public Service Announcements

Eco-Vital is a registered non-governmental, and non-political local organization aims to enhance and protect the environment by acting locally and thinking globally to mitigate climate change resulting from human activities. We want to take practical steps by conducting research, promote awareness, and engage in building a greener economy. Most importantly we want to advocate for change at policy level supporting government institutions abide by global climate related obligations.

The project Eliminating (Eradicating) Plastic in Erbil City (EPEC) is a UNDP funded project which support Eco-Vital to reduce and eliminate the use of plastic bags. We specifically aim to ban plastic use at bakeries in Erbil. To support this endeavor, we are inviting reputable and legally registered companies to submit price quote for behavior change to stop using plastic at bakeries through community outreach namely through Radio Public Service Announcements as per the following specifications:

1. Announcements in Kurdish, Arabic and in English before the news hour from 8am to 6pm daily for 5 months. As per the following details:

• Technical requirements and details to be considered: 

1. Summary of messages: Brief and educational messages that raise awareness about plastic pollution and focus on the specific issues of plastic bags in bakeries and their health/ environmental implications in Erbil city.
2. Breakdown of quantitative and qualitative broadcasted massages:

• Broadcasting every day for five months upon the award of the contract. 
• 10 messages daily as a total: 4 in Kurdish, 4 in Arabic and 2 in English. 
• Each announcement lasts for up to 30 seconds. 
• Five new messages every month broadcasted in all three languages.

Eco-Vital will favor Radio Stations that:

• Are registered radio stations that have experience broadcasting promotional messages for NGOs , companies or governmental similar initiatives. 
• Provide public outreach rating proof. 
• Provide reference check for past performance declarations/performance evaluation forms (if any).
• Provide basic documentation or official statements legal obligations such as tax clearance, letters of appreciation from legal entities such as from the communication and media department in the KRI.
• Can provide supplementary avenues for advertisement besides radio to maximize outreach at no extra cost.
• Radio station companies registered in Kurdistan Region and / or Federal Iraq
• Willing to accept the following payment terms as per the following breakdown: 

• 40% of the total value of the contract upon satisfactory delivery of the services, i.e., the first 2 months of awareness messages’ broadcasting, and upon complying to the specific set of requirements. The 1st payment will be processed within 10 working days from the date of submission of the first invoice by the supplier.
• 40% of the total contract amount upon satisfactory delivery of the services including other 2 months of  awareness messages’ broadcasting, and upon complying to the specific set of requirements. The 2nd payment will be processed within 10 working days from the date of submission of the second invoice by the supplier.
• 20% of the total value of the contract upon satisfactory delivery of the services for the last month of awareness messages’ broadcasting, and upon complying to the specific set of requirements.  The 3rd and final payment will be processed within 10 working days from the date of submission of the third and last invoice by the supplier.

Eco-Vital invites you to submit bids to provide the Provision with the agreement of both parties as per the following time:

Release Date 01 November 2021 12:00 Local Iraq Time
Closing Date 15 November 2021 12:00 Local Iraq Time

Administration Evaluation:
Bidders should return the following to make their bid meet the administrative essential requirements:
Annex 1 – Price offer sheet filled and signed mandatory.
Annex 2 – Bidder/Supplier Profile and Registration Form, filled and signed/mandatory.
Annex 3 – Bidder/Supplier Ethical Standards, filled and signed/ mandatory.
Copy of Business Registration/MOU or equivalent proof of registration/mandatory.
List of Clients/mandatory.

Attachments to be annexed along with the bid: 

1. Company profile. 
2. Company registration certification. 
3. Tax clearance of 2020 showing the number of the tax ID for the bidder showing the will-stand of the bidder Infront of the government. 
4. Passport of the authorized contracting personal bidder.
5. Power of Attorney of the authorized contracting personal bidder

 

Technical criteria

Standards required (30%)
Financial evaluation (60%)
Complementary or Additional Services (expanded outreach or additional services such as live monthly discussions/Q&A regarding the subject matter) (10%)

Bids Submission:
Bids submission is via email: (subject title: Submission of Bid – T002-EPEC-2021). The tender must contain all the documents specified above. 

Important notes to bidders:
Eco-Vital reserves the right to award the contract to more than one bidder.
Eco-Vital reserves the right to partially award for the contract.
All docs should be included on a zipped file named Tender _ T002-EPEC-2021- Radio Public Service announcements. The subject of the message should be in this format: Submission of Bid – T002-EPEC-2021-Provision of Radio Public Service announcements
Eco-Vital will consider all submissions before the deadline and make an award based on an assessment of the quality, technical requirements, and value for money of the bid offered.

Eco-Vital may not respond to each company of outcome of their bids. Shortlisted companies will be cordially contacted.

General Provisions: 

• List and value of performing contract in similar nature for the last 03 years plus client’s contact details who may be contacted for further information on those contracts;
• List and value of ongoing contracts (if any) with UNDP and other national/multi-national organization with contact details of clients and current completion ratio of each ongoing project;
• Statement of satisfactory Performance (Certificates) from the top 2 clients in terms of Contract value in similar field.

 

Additional information before the deadline for submission of tenders

• Tenderers may submit questions in writing to  within two days of release of tender. 
• In order to objectively compare the bids, the currency used must be only in United States Dollars (USD), which is going to be the currency to honor the agreement. 
• Bid validity of 90 days from deadline for submission of quotation.
• Eco-Vital reserves the right to reject any and all proposals that are not complying with the specified requirements.
• Eco-Vital shall not be liable for any costs incurred in the submission of any proposal.
