Job description:

The Education Monitor is responsible for monitoring and implementation of educational activities of the CP department in schools and within the community of Tooz, Hawija, and Kirkuk as relevant. S/he works under the supervision of the CP Supervisor and in collaboration with the CP and Education team of Tdh-Lausanne (CP monitors, Case Workers). The Education Monitor supervises the work of incentive teachers and volunteers, including their capacity building. S/he is responsible for the quality and safety of activities delivered in schools under his/her supervision, according to the Tdh mandate, commitments, and international standards – including basic oversight of rehabilitation works.

 

Main responsibilities

1.       Activity Planning and Implementation Supervision:

1.1.         Supervises teachers and coordinates volunteer teachers in order to ensure effective, safe, stimulating and quality implementation of formal and non-formal educational activities.

1.2.         Monitors and coaches incentive teachers on the job, and takes care of building a respectful and non-stressful environment for children and the community.

1.3.         Prepare activity schedule and monitor compliance, under the line manager supervision.

1.4.         S/he is supporting rehabilitation and distribution to schools activities, by analyzing needs, proposing tailored intervention, leading assessment and surveys.

1.5.         In collaboration with, and under supervision of the CP Supervisor, proposes education and outreach activities and planning, according to expressed needs by educational staff, including headmasters, teachers, and Departments of Education (DoE), as well as children’s wishes and needs.

1.6.         S/he ensures punctual implementation and follows up of data collection; s/he is in charge of ensuring proficient utilization of education databases and ensures volunteers keep accurate track of attendance.

1.7.         Supports in identifying capacity building needs among educational staff, the community, and other professionals relating to child protection and positive discipline in schools; including the identification of possible training participants and/or focal points.

1.8.         Under guidance of the Supervisor, ensures that Child Safeguarding considerations are systematically taken into account when planning and implementing activities. Raises any child protection and/or safeguarding concerns through adequate channels of communication.

1.9.         Supervises the adequateness of feedback and complaint mechanisms, their safety and accessibility to Tdh activities. Referring to the M&E Assistant, while respecting confidentiality, feedback received through the various methods of Tdh mechanisms.

1.10.     Ensures participation and inclusion of children with disabilities and special needs through coordinating with child protection and case management teams, the planning of specific activities dedicated for them.

1.11.     Assists the Supervisor, CP Monitors, and case management teams in the identification of child protection issues, trends, and developments; and proposing culturally appropriate responses through his/her regular interaction with educational institutions and students.

1.12.     Communicates timely respecting confidentiality and dignity of those involved.  Ensures that action is taken to mitigate CP related risks.

1.13.     Identifies problems associated with project implementation, informs the line manager in a timely manner. Contributes proactively and participatory in suggesting solutions to problems.

 

2.       Supervise children and their safety:

2.1.    Ensures that all child safeguarding issues and protection needs are raised timely and safely through appropriate communication channels. Ensures that children and families are aware of child safeguarding issues and know how to raise concerns. Ensures confidentiality and dignity when dealing with raised concerns/cases.

2.2.    Contributes to the identification of cases of neglect, abuse, exploitation and coercion against children. Reports timely about identified cases to a case worker. Receives cases from the community and refers them to a case worker.

2.3.    Ensures that all activities are safe and appropriate to the security context, to the capacities of all groups involved, culturally accepted and non-harmful. Communicates timely about possible concerns.

2.4.    He is in charge of drafting the safety and security-quality learning environment checklist and recommend improvements, supporting relevant action point’s implementation, under the supervision of his/her line manager.

 

3.       Resources management and reporting:

3.1.    Ensures appropriate management and storage of educational and program material, equipment, and related information.

3.2.    Ensures that the space, the material and equipment are safe and appropriate to children needs according to their gender, age and abilities.

3.3.    Through Education monitoring tools, collects and shares daily attendance data and all requested information related to monitoring of activities.

 

4.       Community Mobilisation:

4.1.    Liaises and interacts regularly with children and youth, parents, teachers and the community in order to promote understanding and acceptance of Tdh CP and Education activities.

4.2.    Promotes awareness of CP and Education issues within the community and disseminates means to raise concerns and feedback.

 

5.       Networking / coordination:

5.1.    Ensures respectful and fruitful coordination with DoE, school headmasters, and teachers. Represents Tdh adequately and in accordance with his/her competencies.

5.2.    Coordinates with CP, WASH, and other teams, following CP supervisor’s guidance.  

5.3.    Participates in identifying new partnerships and collaboration to broaden the impact of Tdh’s CP activities and promote child protection mainstreaming.

 

6.       Child Safeguarding Policy:

6.1.         Ensures understanding of educational staff, including volunteers and incentive teachers, of Tdh Child Safeguarding Policy considerations, the Code of Conduct, and reporting mechanisms.

6.2.    Raising awareness within the Foundation on violence against children.

6.3.    Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.

6.4.    Reducing the risk of child abuse by systematically support the fulfilment of Tdh child safeguarding policy.

6.5.    Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.

Qualifications & Preferred Skills

Competencies: This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)

  • Previous experience with Tdh Switzerland is highly preferable
  • Candidates from the same local governorate are highly preferabl
  • In particular: Strong communication and organisational skills;

·         Ability to communicate effectively with children and adults, and express oneself in a clear and concise way;

  • Excellent team working skills and ability to work in a multicultural environment and under pressure;
  • Strong interpersonal skills.
  • Active team player contributing in overall team performance.
  • Basic skills in using MS Excel, MS Word and MS.

 

As well as the following specific « professional »  competencies:

  • University Degree in education, social sciences, or a relevant field.
  • At least 1 year of progressively responsible experience in child protection, education, case management or other related area, with a minimum of 6 months’ work experience with NGOs.
  • Experience in facilitating activities with children, youth, parents and the community.
  • Good command of Arabic is essential; working knowledge of Kurdish and/or Turkman as well as basic English is of added value.
  • Able to work in unstable, uncertain or potentially dangerous environments, independently and in a team.
  • Strong cross-cultural communication and resilience skills.
  • Able to establish and maintain effective working relations with people of different cultural backgrounds.
