Caritas Czech Republic (CCR) is a non-profit organization that operates abroad, in the context of humanitarian aid and development cooperation. It is a respected member of the international network Caritas Internationalis. Its foreign activities focus on the health and social sectors and on developing livelihood for the local population and education of children and adults.

The Field Shelter Engineer will be based in CCR’s office in Heet / Anbar’s frequent travels to the project intervention areas around Anbar governorate and under the supervision of the Program Manager in CCR and the field/Area Officer for management guidance.

I. Job Description

The Field Engineer is responsible for developing BoQs for CASH for work rehabilitation, selecting high-quality materials, conducting assessments to identify program participants, and reporting on their activity to the Cash For work Specialist .

II. Responsibilities

  • In collaboration with Cash For work Specialist, conduct site visits to potential Rehabilitation sites and correctly fill project related technical forms and questionnaires.
  • Contribute to the procurement of Cash for work materials (prepare materials specifications, BOQs, technical guidelines, etc.…) in coordination with the logistics department and under the supervision of the Cash For work Specialist.
  • Supervise and monitor Technical beneficiary work, works carried out by Daily/Incentive and/or repairs done by the beneficiaries themselves through cash for a work project
  • Provide advice and practical guidance on drainage and gutter cleaning, small-scale infrastructure rehabilitation, also where necessary through training of beneficiaries.
  • Ensure the beneficiary follows contract agreed upon and provide quality work in a timely manner regarding the rehabilitation work.
  • Ensure timely and technically sounds planning, implementation and follow up of Cash for work projects in the assigned area.
  • Provide assessments and BOQ regarding rehabilitation work when requested.
  • Ensure timely and efficient monitoring and evaluation of project activities
  • Respond to any project beneficiary information requests and complaints in regard to technical aspects of implementation directed by Cash For work Specialist and M&E unit.
  • Be responsible for the management of beneficiaries and for ensuring that all beneficiaries are comprehensively briefed on the objective, expected output and overall implementation strategy of any given activity.
  • Responsible for overseeing the delivery of agreed outputs and for quality of the cash for work rehabilitation activities being implemented
  • Conduct Daily field visits to check progress in the field, and to maintain a rapport with beneficiaries, owners and local authorities.
  • Ensures quality and proper storage of documentation related to project activities.
  • Ensure safe work practices during project implementation.
  • Provide technical assistance and support to project and partner staff as required.
  • Submit necessary field reports to the Cash For work Specialist (weekly and monthly reports, meetings minutes etc).
  • Perform any other task assigned by the Cash For work Specialist to support and improve the project/mission.
  • BSc Degree in Civil engineering is a must.
  • At least 3 years experience in a similar role with an INGOs.
  • Adhering to CCR and the donor’s system and policy.
  • Work in close coordination with CCR’s Program Manager.
  • Ensure implementation of work plans following the project work plan.
  • Monitor and report on various activities.
  • Oversee the everyday operations in the working area
  • Oversee monitoring frameworks for measuring the signs of progress of various staff at field officers.
  • Review and ensure the archiving of the project document.
  • Any other duties assigned by the management.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Fluency English proficiency
  • Fluency in local language
