What PAH is about:

Polish Humanitarian Action (PAH) is a non-governmental organization. For 25 years, we have been providing relief in emergencies worldwide. We also run missions in several countries in crisis. Our interventions – of both humanitarian and development character – have been carried out in 44 countries so far. We concentrate on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. PAH in Iraq:

We returned to Iraq at the end of 2016 to respond to the needs of the civilian population caused by the fighting in Mosul. In 2017 PAH reached in total 53 000 beneficiaries with emergency assistance in Mosul and Erbil Governorate. 

PAH’s current activities in Iraq include:

  • swift reaction to the humanitarian crisis in Iraq.
  • improvement of quality of all actions, assuring more adequate humanitarian response, following humanitarian standards and requirements of local communities.
  • response based on complementary programs and projects which are created in coordination with local authorities and local communities.
  • support of Iraqi employees in the improvement of personal potential and professional capacity.

 

 

Who PAH is looking for:

PAH in Iraq is looking for a Field Officer who is responsible to organize and lead needs assessments, focus group discussions, community meetings, and other community mobilization activities, and supervise the beneficiary selection in accordance with the project selection criteria. the position is based in Nineveh – Sinjar. 

 

The person will hold the following responsibilities:

 

  1. Organize and lead needs assessments, focus group discussions, community meetings, and other community mobilization activities
  2. Supervise the beneficiary selection in accordance with the project selection criteria
  3. Create Bills of Quantity and plans of shelter rehabilitations according to the Shelter Cluster standards and guidelines; during rehabilitation support beneficiaries with technical knowledge
  4. Assist the Project Coordinator in developing messaging around project implementation methodology, scope of work, selection criteria and any other related beneficiary project documents and supervise Field Assistants in the delivery of such messaging to beneficiaries and stakeholders
  5. Organize regular monitoring visits during and post-project implementation to monitor and document day-to-day works
  6. Supervise the work in technical issue and receipt the materials according to the contract by the supervisor’s team and daily field visits.
  7. Prepare, design, and oversee the BoQs for all construction works and ensure that the implementation is done according to the BoQs.
  8. Actively participate in developing work plans of the shelter and CVA activities.
  9. Ensure quality and safety of implementation, including adherence to technical guidelines, administrative regulations and deadlines set.
  10. Track and record information related to follow up carried out by Project Assistants relating to any project beneficiary information requests and complaints as directed by Project Coordinator and M&E unit
  11. Coordinate with other stakeholders on the ground, including local authorities, other NGOs etc.
  12. Other tasks as assigned by the line manager or Head of Programmes.

Required Qualifications and Competencies:

 

  1. University degree in Architecture, Civil / Environmental Engineering or a related field from an accredited academic institution.
  2. 2-4 years of relevant work experience, with a focus on planning, design, coordination and implementation of shelter projects in Iraq; work experience in Sinjar district is an advantage. Knowledge of CVA projects is an advantage.
  3. High level of initiative and proactive approach to building relationships.
  4. Experience in field level coordination with community stakeholders, local and international NGOs, and local government officials.
  5. Experience in conducting needs/vulnerability assessments and beneficiary selection processes.
  6. Knowledge of the context in Iraq specifically in regards to Shelter needs of conflict affected persons.
  7. Fluency in Arabic and English languages, Kurdish is an asset.
  8. Flexible and focused on identifying possibilities and solutions
  9. Advanced computer skills, especially in Word and Excel. Knowledge of AutoCAD (or similar), Microsoft Project is a plus.
