Job description
The field officer ensures effective planning, implementation, monitoring and follow-up of the health programs. The position is based in Ninawa/Talafar Hospital Project Location administratively with travel to Cordaid offices in Baghdad and Erbil Governorate.
He/she is responsible for Cordaid supported to primary and the hospital health care facilities including assistance to facilities receiving wounded casualties in the area of operation. He/she works in collaboration with health authorities towards their goal of ensuring that the target population has access to quality MHPSS health services.
Duties and responsibilities:
- Under the supervision of the Project Officer and Project Manager, the Field Officer maintains a comprehensive understanding of the health system and health situation of sick and wounded in his Area of Responsibility (AOR) through ensuring continuous collection, analysis and synthesis of relevant information.
- Participates in assessments, analysis, reviews and evaluation of access to health care for civilians affected by conflict to make relevant proposals that are based on Cordaid institutional priorities and Iraqi Ministry of Health policies.
- Participates in defining objectives, plans of action, resource requirements and reviews of the PHC and MHPSS projects in Talafar Hospital .
- Supports and follows-up project implementation in AOR to ensure smooth running, effective, evidence-based health services according to agreed health objectives of PfR and in line with MOH policy.
- Provides guidance to the DoH workforce, in collaboration with health authorities and organizes for capacity building as needed.
- Monitors the MHPSS projects through regular visits and provides internal oral or/and written reporting about field visits, including analysis and recommendations.
- Participates in the identification and follow-up of the rehabilitation and construction requirements MHPSS project.
- Liaises logistic department regarding the necessary supplies required in the health hospital project.
- Managing the field project staff and coordinating with the local government arthritis
- Following up the project location inside Talafar hospital providing the good quality services.
- Meeting the consortium managers in Baghdad and Erbil office to support if there are need.
- Attending the subcluster meeting as Health, MHPSS/GBV and protection and be a focal person to update the NGOs Cordaid Health and Protection activities.

Builds and maintains positive working relationships/networks with health authorities, health staff other health actors.

Cooperates with other Cordaid departments to ensure a collaborative and integrated approach and in line with Cordaid communication procedures and the strategy of the Sub-Delegation.

- Represents Cordaid in a professional manner at all times.

- Performs all duties with the highest level of confidentiality in the interest of the employees and Cordaid.
- Interprets and translates when required during meetings or any medical related article/document from Arabic to English and reverse.
- Perform tasks not covered in this job description and to provide support to other departments when necessary and as requested.
- Follows up on all work-related messages and correspondence with the relevant contacts and departments.
- Is aware of the Mission’s objectives and has a good knowledge of Cordaid movement and other contacts relevant to the position.
- Collects and shares information so as to improve the Cordaid’s understanding of the environment and humanitarian trends and responses.
- Represents the Cordaid in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the Cordaid’s image.
- Takes responsibility for their own professional learning and development.
- Is aware of socio-political situation and keeps information up-to-date.
- Advises Cordaid colleagues on issues related to local culture, politics, economy, security etc.
- Willing to work outside official working hours when required.
