Field Security Co-ordinator (FSC)



Job Summary:

The Baeshiqa Field Security Co-ordinator (FSC) will be the dedicated DNO field site security representative located at the Baeshiqa field of operations. His responsibility will be to support the Baeshiqa Field Security Superintendent (FSS) acting as his deployed assistant, he will be the FSS eyes and ears and will carry out all the security responsibilities of an operational site. His daily responsibilities will be to ensure the security and integrity of the site is maintained at all times by careful liaison with the Oil Police Force (OPF) detachment command element, Baeshiqa FSC is to ensure that the OPF ranks are competently performing their duties and that any threat or intelligence information is passed and briefed to the FSS so that an effectively response can be actioned. Additional duties will be for the FSC to monitor, instruct and guide the incumbent security provider in their responsibilities, by ensuring that the flow of traffic on to site is managed correctly and that access control for DNO staff and contractors operating on the site is within the DNO protocols. FSC must ensure that all equipment and assets are secure on site and deter any unauthorised access to the site facilities by monitoring the access request forms that are sent through by the contractors. The FSC will be accommodated on site (Baeshiqa) in an accommodation cabin throughout his rotation and will remain at the site 24/7 giving support to the FSS. Whilst on site, the FSC must wear appropriate PPE at all times.

Key Responsibilities:

Liaise daily with Baeshiqa FSS, Baeshiqa OPF resident commander and Field manager/company man. • Attend morning meetings to identify if there any defects with facilities
• Brief the FSS daily by phone if not in location
• Ensure that the Peshmerga Commander is up to date with site security development and plans
Administrate the OPF camps by ensuring that life support is being provided on site. This includes fleet management, provision of water, emptying of the septic tanks and fuel supply for generators • Report any defects with OPF vehicle fleet
• Ensure that the water tank is full and refilled as required
• Ensure that the diesel tank is full and replenished
• Arrange to empty the septic tank
• Report any defects with generator
• Report any defects to camp, OP’s or VCP
Submit defect reports to the Baeshiqa FSS and onsite Maintenance Tech, highlight any damage that has accrued to any of the OPF facilities • Report any OPF facility defects to the FSS
• Offer recommendations to improve quality of life
• Apply foresight and replace ageing equipment before it breaks. i.e. replace water pumps before winter
Conduct site security patrols checking fence lines, perimeter lighting, gates, OPF positions and all access control positions • Patrol the site to identify gaps in perimeter fence lines. Use the patrol to maintain face to face contact with site members
• Report any defects to the Baeshiqa FSS
Under the direction of the FSS, deliver on site training (search techniques) to the OPF as required • Deliver personal search technique training to the OPF
• Deliver vehicle search techniques to the OPF
• Assist the access controllers at the VCP’s as required
• Present procedure updates/revisions when required
Conduct bi weekly site security muster drills • Under the direction of the FSS, support the bi-weekly security drill by sounding the security alarm and practising ‘LOCKDOWN’
• Contribute to post exercise reports
Facilitate and coordinate any deliveries for the site. Maintain communications with the Drilling site superintendent & the OPF command element. • Check with the access controllers to identify if there are any site deliveries for the day. On receipt, store safely until the relevant depart collects the items
• Maintain lines of communications with the site superintendent
• Register deliveries
Attend site superintendent production meeting in the absence of the FSS • Be prepared to attend the evening production meeting and take notes. Brief the FSS on the pertinent points of interest
Maintain a daily log of all activities and submit a daily report to the FSS • Log any incidents or events of the day
• Write a daily report and submit it to the FSS by the end of the day
Deliver a national dialect (Kurdish) site security brief to DNO new joiners and site visitors • Deliver site security briefs to local nationals that cannot speak English
• Use PowerPoint presentation to support your brief
• Update the brief as required
Liaise with the on-site HSE representative where appropriate, and adhere to all HSE policies/procedures • Conform the all Lifesaving rules
• Act as a safety leader
• Be prepared to stop unsafe acts of work to preserve life
• Attend all HSE lectures
• Wear the appropriate PPE on site
• Adhere to speeding limits
Assist the FSS during the evacuation of staff from site in the event of a security emergency.
Plan and exercise site evacuation drills periodically
• During a time of evacuation, assist the FSS
• Be prepared to muster vehicles for extraction
• Assist with head counts
• Be prepared to translate information
• Take notes as required
• Act as a liaison between FSS, OPF and site management
Report any local community issues that could hinder site operations to the FSS • Assist CSR department with any grievances that local Mukhtars have
• Advise Pesh FSS if there are rumours of protests, civil unrest
Prepare suitable HO/TO notes at the end of a rotation • Create detailed notes prior to handover with B2B
• Explain in depth site developments
• Offer advice on priority issues that the B2B should focus on during their rotation
• Send HO/TO notes to Pesh FSS
Facilitate new arrivals to the site and advise on ID card issue • Check with access controllers that personal arriving on site have submitted access application forms
• Ensure that searches have been applied prior to new arrival entering the facility
• Ensure that vetting has taken place
• Oversee the issue of visitor ID card
• Ensure that T card system is functional
Conduct site security checks throughout the Baeshiqa site and ensure that all well locations are secure • Patrol Baeshiqa well locations and ensure that the perimeter fences are intact and that the well site gates are secure
• Report any signs of sabotage immediately
Assist the FSS with the development of site security infrastructure to enhance overall site security • Offer advice to the FSS in site security development
• Attend any contractor kick off meetings under the direction of the FSS
• Provide any background planning information to the FSS – Project specific
Assist the FSS with Work Requests • Offer support in completing work requests to develop the site
Direct supervision of access controllers • Conduct regular site visits to access control points
• Ensure that correct access control procedure is being conducted
• Ensure that the access control points are clean, tidy and presentable
• Report any facility defects
FSC to oversee contracted security – UXO services • First point of contact for contracted security personal

 

Required Qualifications & Experience:

• Minimum 3 years credible prior experience in a very similar security based role
• Minimum 3 years in oil and gas related security role in challenging security environments.
• Minimum 3 years in an evidenced supervisory/leadership security role
