Chemonics seeks a finance manager for the ongoing United States Agency for International Development Office of Transition Initiatives (USAID/OTI) Iraq Regional Program 2 (IRP 2) project in Iraq. Drawing on the recovery gains made by the first iteration of the Iraq Regional Program, IRP 2 aims to increase stability in Iraq by improving conditions that allow for durable returns in areas liberated from ISIS while mitigating discrete emergent challenges that threaten overall stability. The finance manager (FM) reports to the Deputy Chief of Party-Operations. The FM supervises the finance officer. This position has the option to be based in the MENA region or Erbil, Iraq, as long as the candidate is in the same or similar time zone as Iraq. Responsibilities include:
- Manages accounting and financial records for cash/in-kind grants and operations to ensure proper stewardship and accounting of funds for grant payments, procurements, and operations, including maintaining fund liquidity and regular financial reporting
- Directly supervises finance officers and oversees overall management of all bookkeepers
- Builds the capacity of all finance staff with the goal of transferring responsibilities to a finance specialist
- In coordination with the grants manager, tracks and monitors the number of grants cleared, disbursed, and closed monthly
- Manages bank accounts and monitors bank balances
- Prepares monthly budget projections and wire requests for submission to the home office
- Coordinates with the home office project management unit to ensure timely transfer of funds to the field office
- Provides ongoing training and mentorship of all staff in finance related USAID regulations and internal policies
- Reviews and approves transactions in the internal accounting system, ABACUS, daily
- Manages payroll, social/health insurance, and tax payments
- Approves and verify accuracy of expense reports
- Prepares weekly grants disbursements sheet for updating the activities database
- Maintains accounting filing system
- Ensures that Chemonics’ standards of ethics and conduct are upheld throughout all aspects of the project’s financial conduct
- Communicates financial information to the DCOP-O to coordinate effective and efficient technical and operational implementation
- Other duties as assigned
Qualifications:
- Advanced degree in relevant field, such as accounting, commerce, or business administration, or equivalent experience
- A minimum of five years of experience in accounting and administrative support
- Experience working with Iraqi financial/tax/legal requirements, working experience on USAID projects and familiarity with USAID/Chemonics rules and regulations preferred
- Demonstrated working knowledge of accounting systems and software applications, such as ABACUS, MS Word, MS Excel, and the OTI Activity Database
- Ability to communicate effectively, both verbally and in writing, and to prioritize tasks and meet deadlines consistently
- Ability to work in a professional and cordial manner with colleagues, visitors, and the public
- Demonstrated leadership, versatility, and integrity
- Fluency in written and oral English is required; written and oral fluency in Arabic, Kurdish, and other local languages is a plus, but not required
