Function prerequisite:

Responsibilities:

General responsibilities

The Finance Officer works under the supervision of the Senior Finance Officer and Project Manager in the implementation of the financial and accounting procedures for NPA Iraq HD Program. (But not limited to).

Specific responsibilities

  • Maintain Bank account, responsible to prepare bank payments and reconcile with bank statement regularly at least monthly after collecting bank statement.
  • Review all the supporting documents and ensuring that all necessary authorizations have been obtained, before payment. Then prepare all the payment vouchers with relevant supporting documents and get it signed by SFO or assigned FO’ and PJM Anbar as ‘authorized for booking’.
  • Ensure that all expenditures at the offices are properly recorded on a daily basis in the Agresso System and that all expenditures are properly authorized on the appropriate vouchers and accompanied by original receipts and supporting documents.
  • Ensure all the vouchers including supporting documents scanned as soon as it is posted in to Agresso according to NPA Iraq reporting schedules.
  • Responsible to receive weekly forecast from all departments and request money from Baghdad office as needed.
  • If required to prepare fund transfer between bank accounts and from bank accounts to cash accounts within Iraq after getting approval from SFO or assigned FO and then from FM.
  • Inform to FM/DFM if you get to know any change on government regulations related to NGOs especially on finance and human resources related.
  • Visit to field office to check and collect the payment documents when required.
  • Check and prepare the field office vouchers and update them to Agresso after getting the relevant signatures from SFO/assigned FO and PJM as ‘authorized for booking’ in the voucher.
  • Perform the task of Senior Finance officer when SFO or assigned FO is on absence.
  • Any other tasks assigned by supervisors

Required qualifications:

Education:

Must have:

  • Bachelor degree in finance or accounting field

Desirable:

  • Higher degree

Experience:

Must have:

  • 3 – 5 years’ relevant experience in this field

Desirable:

  • Experience in working with International NGO`s
  • Familiarity with commonly used computerized accounting software
  • Good interpersonal skills
  • Good communication and understanding skills
  • Able to work effectively under, & adapt to, difficult conditions

 

Other qualifications:

Desirable:

  • Related experience with the mine action sector
  • Written & verbal proficiency in English and Arabic.
  • Willingness & ability to travel within inside & outside the country

Personal Competencies:

 

Ability to function under pressure with minimal supervision
