Job Description:

 As part of the British National Action Plan 1325, the project “Women’s Voices First – Women Leading the Way to Inclusive Peace in Iraq” The Finance Officer  position will be responsible for effective and efficient financial management systems aiming optimizing expenditures and minimizing losses also works across all program areas, including collaborating with IT to ensure effective and efficient grantmaking processes. serve as the system administrator for the Program grants management database.

 

Duties and Responsibility:

 

(Improved) program/project Prepares, coordinates, and monitors the country/project/

budgets program budget. Contributes to growth and diversification of revenue by assisting in budget management of the projects or program during implementation Maintains banking relations.

 

Project participation Under the supervision of the project leader, participates as a project team member.

Shares and contributes financial expertise and advises the project leader on financial content matter in relation to the project.

 

Controlled budgets Coordinates all financial transactions using the correct financial system and cost centers.

 Checks the cash forecast, cash payments, cash advance and cash reimbursements.

 Makes support visits, audit implementing partners, assess utilized project funds and advice on accounting.

 

Administrative order Establishes and maintains sound financial management systems and provide administration support.

Perform and check monthly bank reconciliations and closing statements.

 

Preparing, filing, and tracking of financial documents for incoming and outgoing correspondence and records

 

Compliance Ensures that accounting principles, standards and all transactions are in line with donor requirements, government, and legal regulations.

 

Maintain knowledge or required rules and regulations related to project and activities that affect the budget and review all partners’ documents and financial report and advice on strengthening and transaction verification through monitoring reports & transaction analysis.    

Financial reports Prepares and compiles financial documentation supporting financial settlements and assists in the preparation of financial statements and reports.

 

Works with managers and other members of the Finance team to ensure internal financial reports and reporting processes to donors are delivered more efficiently and more effectively. Suggest and provide more useful reporting tools and analysis methods which are donor based.

 

 

Grant management Update the Grants Management Folder on the server in a chronological and logical manner – by the project budget.

 

Manage the report submission calendar and ensure deadlines for submission of reports, receipt of reports from the partner are met.

 

Internal operations Interprets financial reports and expenditure analysis to (project and financial) staff and management. Assist in editing docket materials and preparing relevant materials.

Design and maintain filing systems for the Foundation’s paper and electronic records.

Participate in weekly Program Team staff meetings, including provision of work-related updates.

Participate in weekly substantive check-ins with Director of Program.

Collaborate with Program Team, Finance Team, Administrative Team, and CEO on special

projects as needed.

Other Any other duties assigned by the manager.

  • University degree or specialized technical certificate plus a professional qualification e.g ACCA, CIPS, CIS
  • At least 3-5 years progressive experience and exposure in the related field of activity
  • Knowledge of finance systems, planning & control, (computerized) accounting, (compliance) legislation, grant management, reporting standards and languages.
  • Behavioral values and skills: trust, accountability, problem solving, cooperation, flexibility, creativity, collaboration
  • social skills to ensure compliance and gather reliable information from budget holders and lead local staff
  • Writing skills to formulate financial reports
  • very good IT skill
  • Very good English and Arabic knowledge, written and spoken.
