Job description:
Under the supervision of the Base Manager/Field Coordinator, the Finance Officer carries out the accounting and financial management of the base, in compliance with donor, Tdh procedures and local legislation. Finance Officer will be responsible for contributing to the development and maintenance of financial systems and procedures, ensuring all financial regulations are adhered to, and maintaining updated accountancy, responsible for advising and implementing policies regarding to the administration of the base.
Main responsibilities:
1. Contributes to the efficient financial management · Ensure the spread, adherence and monitoring of Tdh’s procedures in the area of the financial management. · Ensure the monthly closure of base accountancy and send to capital office at the beginning of each month the SAGA closure package with all relevant documents. · Responsible for cash books. · Assists in salary payments to all staff and Service Providers. · Responsible for all suppliers’ payments. · Manage the advances for national staff, operational or salary advances. · Supervise, on monthly basis the proper filing/stamping of the accountancy documents. · Ensure that all the supporting documentation received is correctly filled and eligible for Tdh standards. · Ensures the respect of accountancy deadlines. · Contributes to donor audits, annual audits and regular spot checks. · Ensure the high quality of cash management at base office level, in accordance with security considerations and program needs. · Ensure timely submission of FMT, CCP and BFUs on monthly basis to coordination · Ensure high coordination, training and regular meeting with each budget holder to ensure high quality follow-up on each budgets
2. Compliance with the contextual administrative and legal framework · Ensure compliance with cash safety policy at base level; · Ensure that financial controlle procedures are followed in order to minimize the risk of financial fraud; · In the frame of his/her duties, ensure adherence of the compliance with the Thd rules and regulations and local government laws.

As well as the following professional competencies:
- Previous experience with Tdh Switzerland is highly preferable
- Candidates from the same local governorate are highly preferable.
- Minimum of two years of professional experience in a similar position
- Bachelor’s degree in management, business administration and/or Human Resources.
- Fluency in Arabic is essential. Fluency in English is mandatory.
- Able to work in unstable, uncertain or potentially dangerous environments, independently and in a team.
- Strong sense of confidentiality and adoptability for a healthy work environment
- Able to establish and maintain effective working relations with people of different cultural backgrounds.
- Computer knowledge of MS Office Word and Excel is essential
