OUR TEAM
Oxfam’s programme has been established in 2014 in response to the ISIS conflict in Iraq. Oxfam implemented activities during the past few years was built around the delivery of 3 main areas: A) Lifesaving humanitarian assistance b) Recovery assistance, and C) Promotion of Women Rights.
A. Lifesaving humanitarian assistance: to newly displaced populations residing in camps or host communities. The bulk of this work was done around the Mosul Operation with activities implemented in the governorates of Erbil, Salah Al Din and Ninewa. Activities included: Establishment/rehabilitation of safe water (boreholes, repair of infrastructure); Emergency water supply (distribution of water through trucking and bottled water); Setting up water tanks and networks in camps; Distribution of hygiene items; construction of latrines; Cash for Work opportunities inside the camps to allow construction work and solid waste management; and Distribution of emergency winterization kits.
B. Recovery assistance: to returnees, local host communities and IDPs to recover from the post-conflict and to cope with protracted displacement. The main activities implemented under this area of work included: Rehabilitation of water infrastructure; Supporting local authorities to rehabilitate essential public services (schools and hospitals); Grants to returnees to recover damaged businesses; Provision of livestock to support farmers; Cash for Work opportunities contributing to income for vulnerable families and supporting rehabilitation of infrastructure of public interest (irrigation canals, main roads).
C. Promotion of Women Rights: through contributing to the implementation of the National Plan for 1325 UN Resolution, and economic empowerment of women through provision of training and grants to establish/rehabilitate businesses.
In order to serve these three objectives, Oxfam work aimed to integrate the following key sectors together for every intervention in a given location:

Protection of Lives and Rights of Civilians
Gender Justice and Women’s Rights
Advocacy and Media work
JOB PURPOSE
The Gender Project Manager is part of the Oxfam in Iraq team working on Advancing Gender Justice and Women’s Rights. The role is responsible for carrying out activities related to the project titled Connecting Voices and Action to End Violence Against Women and Girls in the MENA Region in 2 Governorates in Federal Government of Iraq (Diyala & Anbar). The project is funded by the European
Union and is implemented in cooperation with Oxfam Italy. A substantial progress has been made in rolling out the project, including establishing the partnerships with local organisations. The Project Manager is thus expected to build on these successes. The key focus during the upcoming period will be on the partners’ capacity building and ensuring the interventions proposed by them are implemented timely and high quality. The Programme Manager, overseeing the Advancing Gender Justice and Women’s Rights programme, will provide technical backstopping when needed. The position provides an opportunity for professional development of qualified national staff and on-the job training will be provided.

KEY RESPONSIBILITIES
Project implementation and monitoring
Provides day to day technical support to the Gender and Partnership Officers to ensure project activities are implemented according to the donor’s requirements and Oxfam quality standard in all project locations;
Reviews monthly reports provided by the Gender and Partnership Officers and provides inputs on the content to improve reporting skills;
Alerts the Programme Manager in case of any issue in the implementation of the activities and seeks solutions collaboratively to address identified challenges;
Facilitate fluid communication and exchange of information between all project stakeholders (Gender and Partnership Officers, field-based Programme Managers, the line-manager, implementing partners, Funding, Finance, etc.);
Provides regular internal update to the Programme Manager/line manager on project deliverables, successes and challenges;
Prepares external reports on project progress;
Documents project success stories and contribute to visibility and advocacy plans;
Monitors the project expenditure to ensure alignment with the project budget and the donor’s regulations;
Inform the Programme Manager about under/over spending risks to enable timely adjustments;
Provides written and oral translation, as necessary.
Capacity Development – Staff and Partners
Holds coordination meetings with the Gender and Partnership Officers, provides recommendations on the way forward and supports the officers in planning activities;
Coordinates with the Programme Manager on the capacity building of the Gender and Partnership Officers on gender equality, gender mainstreaming and project cycle management to improve quality programming through coaching, mentoring, training, etc.
Monitors the implementation by the project partners’ capacity development plans and ensures they are aligned with the project needs;
Facilitates the organisation of training and other learning opportunities for Oxfam and partner staff;
Supports learning on gender mainstreaming, takes part in learning events of Oxfam in Iraq staff, and takes part in mapping of civil society actors supporting the Gender Justice and Women’s Rights agenda.
Influencing, Representation and Coordination
Liaises with peers in other agencies and organizations to coordinate on advancing women’s rights in Iraq;
Represents Oxfam in coordination forums organised by civil society and Government authorities;
Contributes with project-related inputs to develop advocacy and policy positions and national and international awareness-raising on gender equality.

SKILLS, EXPERIENCE AND KNOWLEDGE
Key qualifications and experience
• University graduate in relevant field (e.g. Gender Studies and other social science).
• Experience in the humanitarian or development sector, preferably including international organisations.
• Experience of working with/supporting local partners.
• Experience with running assessments, monitoring and evaluation and providing capacity building.
• Ability to work under pressure and to cope with high workload.
• Excellent interpersonal skills and ability to work effectively with others.
• Demonstrated commitment to the rights-based approach, gender equality commitment by Oxfam and safeguarding in programme implementation.
• Ability to work in multi-cultural team.
• Willingness to work in insecure environments and a high level of adaptability and initiative.
• Knowledge and skills in computer usage.
• Fluency in English and Arabic.
• Is willing and fit to travel and stay in the field for sustained periods of time.
