Context A good year after the end of the inception period of the Tatweer project, one of its main activities is to take off that will provide funding to NGOs/CSOs who are in a capacity building trajectory. The procedures for the call for proposals and for issuing and for managing the contracts of the grants have been fixed. The grants will largely be managed and supported through the three Civil Society Service Centres (CSCS) in Basra, Mosul and Erbil. The Grant Manager will be responsible for the whole granting process, for the administrative arrangements and their application, for the financial aspects of grants in terms of assuring timely transfers and for compliance in financial reporting but most importantly, she/he will have to align the programmatic content of the grants with the capacity building trajectories for individual organisations as well as for eventual groups of them. Responsibilities Manage and coordinate the granting process by: • Assuring that the procedures are clear and explained in order to let all the actors to interpret them in the same way; • Ensuring and consolidating all tools and instruments for the management, administration, monitoring and reporting are available and ready to be applied in the proper way; • Working together with colleagues in UPP and the partner organisation to coordinate the process and to facilitate the same understanding of it and of the tools among everybody in a uniform way; • Prepare grants’ agreements, and ensure required documentation completion as per agreements, as well as diligent follow-up on funds disbursement and timely reporting. • Keep track of contracts, transfers, reporting (narrative and financial) and challenges in implementation, and propose appropriate action in case issues arise; • Supporting financial management monitoring of grant funds to ensure consistency with agreed technical plans and actual implementation; monitoring the projected expenditures against their actual incurrence. Coordinate with Tatweer administrative team for the actual checking of the expenditures and the compliance tasks. • Supporting and facilitating the spot checks audits during the implementation of the grants and the final audits, to be done internally or externally by a third party. Manage the programmatic content and processes of the grants by: • Working together with experts within UPP, its partners and with other experts to develop a programmatic framework for the types of grants that will be provided for environmental and human rights activities; • Developing this framework by attributing draft indicators and eventual targets and by suggesting tools that facilitate the interpretation of budgets; • Adapting the logical frameworks or the Theory of Change of grant applications that are under review and/or that will be funded according the framework that was developed; • Working together with the M&E officer and other colleagues in the centre to assure that grantees understand eventual changes to their project documents and to assure that implementation and reporting meets the highest quality standards. Link programmatic content and administrative procedures with capacity building activities by: • Contributing to the content and the methodologies of training, support and coaching; • Assuring harmonisation between the different strategies and (logical) frameworks; • Working together with the M&E officer and other colleagues to assure that the results of grants and of other capacity building activities are properly documented and can be monitored both by UPP and by the grant receiving organisations;

Qualifications • Bachelor degree in Project Management, Social or Environmental Sciences or Administration • 3 years’ experience in project management, grants design and administration • Experience previously working on EU funded projects in a Grants Manager or similar capacity • Familiarity with Contract Management and Grants Management policies and procedures • Demonstrated ability to communicate effectively in English, Arabic and Kurdish both verbally and in writing • Demonstrated ability to produce and edit high quality and analytical written work in English. Other qualities • Self-motivated, target-driven and an entrepreneurial approach • A team player with highly developed interpersonal, influencing and relationship skills • Ability and willingness to frequently travel to UPP field offices across Iraq • Ability to manage her/his time effectively; able to adapt priorities and to respond to changing demands.
