Oxfam in Iraq

Oxfam’s programme has been established in 2014 in response to the ISIS conflict in Iraq. Oxfam implemented activities during the past few years was built around the delivery of 3 main areas: A) Lifesaving humanitarian assistance b) Recovery assistance, and C) Promotion of Women Rights.

In order to serve these three objectives, Oxfam work aimed to integrate the following key sectors together for every intervention in a given location:

  • Water Sanitation and Hygiene
  • Emergency Food Security and Vulnerable Livelihoods
  • Non-food-Items and Shelter
  • Protection of lives and rights of civilians
  • Gender Justice
  • Monitoring, Evaluation, Accountability and Learning
  • Advocacy and Media work

 

OUR TEAM

The objective of the IRIL is to support the testing, development and scale up of innovations which will address locally identified challenges in order to improve and transform how response, early recovery and resilience building is carried out in Iraq. The IRIL is launching an Innovative incubator to support the development and growth of innovative start-ups.

 

The IRIL Incubator will provide three interrelated services to onboarded start-ups:

  • Delivery Area 1: Advisory services including business and technical advice, mentoring and coaching.
  • Delivery Area 2: Access to Seed funding for Proof of Concept (PoC) and pilot projects. Business support and mentoring will be complemented by access to grant funding for PoC or small pilot projects.
  • Delivery Area 3: Access to facilities and shared services. The lab will provide a physical space for entrepreneurs to develop their ideas as well as connect them with local and global mentors and with potential investors to help grow their businesses.

 

JoB Purpose

 

The purpose of this position is to deliver on the 3 area above and provide business mentoring, coaching and training to Innovative start-ups and lead on the Implementation and delivery of the IRIL incubator workplan.

 

The Incubator Officer will work at the Iraq Response Innovation Lab (IRIL), which is part of the Program department of Oxfam and lead on the implementation of Innovative Incubator programs. The position report to the Iraq Response Innovation Lab Coordinator. The Incubator Officer will work in close collaboration with the Innovation Manager who will provide support where required in implementing the incubator. The IRIL is part of a Global Response Innovation Lab (RIL) which consist of an umbrella of Innovation labs in 4 other countries. All country labs are supported by the Central Support Unit of the Global RIL. Incubation Officer will also liaise with the Global RIL when implementing the incubator in order to share knowledge and progress report as well as to benefit from the Global RIL strategic guidance and support where possible.

key Responsibilities

 

  • Lead on planning and coordination to ensure timely and quality implementation of all business incubator activities with support from the Lab Coordinator.
  • Oversee the delivery and implementation of all business incubator projects supported by the IRIL, included donor-funded projects as well as sub-grant awards.
  • Start-ups selection: Support with the mobilization and recruitment of innovative start-ups to be recruited within the incubation program
  • Actively support with the design of a business incubation curriculum for start-ups. Provide advice and support in designing business mentoring methodologies that are the most appropriate for the project context and type of start-ups supported.
  • Develop tools, methodologies and materials for business mentoring in coordination with trainers and Lab management and apply them during mentoring, caching and training sessions
  • Support business mentors to provide one to one mentor, coach and group train start-ups on all aspect of business management on a regular basis. This include: identifying capacity building needs for each enterprise and produce sound need assessment for each start-ups, produce action plans to address the identified gaps/needs, provide support in preparing, producing and finalizing business plans, and provide practical training and coaching in all topics of business management (accounting, sales and marketing, financing, planning, etc.) as well as practical solutions to address barriers to growth at all stages of development.
  • Support start-ups to develop innovative business cases and assess their profitability and capital needs.
  • Support start-ups to access finance to grow their business ideas by identifying financing needs and by identifying the most appropriate financing mechanism/vehicle/routes.
  • Develop and supervise start-ups training to become investment ready and build their capacity to apply for funding from various sources such as the IRIL Innovation Pool Fund, financial institutions, privates sector investors, donors etc. and support the start-ups at all stages of the access to finance process. This include conducting initial due diligence, support in business plan preparation, identification and introduction to funders etc.
  • Connect start-ups up and down the value chain by identifying relevant stakeholders, suppliers etc. and creating sustainable commercial relationships between the parties.
  • Provide business development support coordination in market development activities.
  • Prepare and organize market development activities and event as required.
  • Organize and facilitate peer to peer and lesson learning exchange events between the different start-ups supported in the programme.
  • Provide Innovators access to a network of experts to supplement the business mentoring provided in house: this include identifying required expertise and technical needs for each start-up and outsourcing technical training or expertise to provide start-up with the required expertise when this knowledge is not available in house. This is to ensure that start-up receive support at all stage of development.
  • Organise workshop, seminars, pitching events to bring together entrepreneurs, investors, financiers, academia, Government agencies, humanitarian actors, donors and other stakeholders to hear expert opinions, discuss relevant topics, network for mutual benefit, advocate for more local innovation, and promote some the innovations incubated in the IRIL.
  • Build partnerships with relevant stakeholders such as engineering universities and other maker-space or enterprise development centre in Iraq which could provide access to specific equipment, machines tool and precision equipment and who offers complementary professional training, coaching to the ones provided in house.
  • Support start-ups in preparing their business case for pitching for the Iraq Innovation Pool Funds.
  • Work in collaboration with the Innovation coordinator to ensure that the IRIL space is equipped to run the incubator program.

M&E, Communication and Reporting

  • Work in close collaboration with the communication focal point and communication team to document project progress and learning.
  • Collect M&E data on a regular basis as required by the IRIL Coordinator and Manager and M&E Team to measure start-up performances and for project reporting purposes –feedback from this data will be used to advise entrepreneurs on how to further improve their businesses.
  • Periodic and timely reporting to IRIL Coordinator on progress/ performance against the project indicators.
  • Support the IRIL Manager in producing and submitting the required donor reporting
  • Support, organize and facilitate monitoring field visit by Oxfam management and/or the programme donor when required.
  • Document compelling stories and case studies from the entrepreneurs

Qualifications & Preferred Skills

Essential

 

  • Marketing, Business Management, Entrepreneurship, finance Commerce or related degree.
  • At least 4 years of relevant experience in successfully providing practical support and training to small and micro enterprises/start-ups (including informal very early-stage enterprises) in all business management aspects and at all sage of development.
  • At least 3 years’ experience working in the private sector and with start-ups
  • Proven experience in training and coaching micro and small enterprises
  • Proven experience in supporting start-up connect to financial institutions/funders/privates sector investors and produce sound business plans that are satisfactory to the lending institutions/donor.
  • Experience in organising start-up related events such as pitching event, demo days, networking events etc
  • Good understanding of the business enabling environment and regulation in Iraq and on issues faced by start-ups in Iraq.
  • Has already an existing network of diverse actors operating in Iraq
  • Excellent commination and writing skill, able to synthetize information from various sources and produce high quality reports/papers.
  • Excellent analytical and problem-solving skills
  • Capable of working independently and with demonstrated experience engaging a wide range of stakeholders.
  • Able to travel in all regions of Iraq and on a short notice, is essential
  • High organizational skills and ability to priorities workload and meet deadlines
  • Good knowledge of the Iraq Context
  • Proven knowledge of Microsoft office tools (PPT, Excel, word, etc.) Advanced knowledge of Excel is required.
  • Strong interested in Innovations
  • Strong Entrepreneurship skills
  • Ability to work under pressure
  • A team player and self-starter with good networking skills and project management skills
  • Fluent in Arabic, Kurdish and English is a must

  

Desirable
