REQUEST FOR EXPRESSIONS OF INTEREST

FOR

INDIVIDUAL CONSULTANT

(STRUCTURAL ENGINEER)

The Ministry of Environment and Urbanization has received financing from the World Bank for the cost of the Seismic Resilience and Energy Efficiency in Public Buildings Project (SREEPB) and intends to apply part of the proceeds for consulting services.

General Directorate of Construction Affairs (GDCA) of The Ministry of Environment and Urbanization (MoEU) will serve as the main implementing agency for the Project. The overall objective of the Project is to improve the disaster resilience and energy savings in selected central government buildings, and to strengthen the policy framework and institutional capacity to develop, finance and implement resilient and sustainable public buildings in Turkey. The implementation period for the project is 6 years.

The consulting service (“the Services”) includes the hiring of a full-time or part-time Structural Engineer (WB/INDV-SE-01) to support the GDCA’s Project Implementation Unit. The selected consultant is expected to be awarded with a one-year renewable contract.

The General Directorate of Construction Affairs now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers – November 2020 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.

Consultants will be selected in accordance with the Approved Selection Methods for Individual Consultants set out in the Procurement Regulations. The contract will be signed between the General Directorate of Construction Affairs of MoEU and the consultant.
