The Republic of Turkey has received a loan in the amount of 134.3 million US Dollars equivalent (EUR 120 million) from the World Bank to finance the Health System Strengthening and Support Project (HSSSP).  Part of the loan proceeds will be applied to payments for goods, works, non-consulting services and consulting services to be procured under HSSSP.

Within this scope, a Technical Language Translator will be recruited to be employed in the Project Management and Support Unit of the Ministry of Health of Republic of Turkey. The Consultant will be employed on a full-time basis until the end of the Project. The contracts will be annually renewed for the duration of the Project, based on the requirements of the Administration, the performance of the Consultant and the availability of the sources of funding. The work is planned to be started on December 2021.

Expected Services:

1. Translate the correspondences with the international institutions, especially with the World Bank, from English into Turkish and from Turkish into English,
2. Ensure communication with the international institutions, especially with the World Bank, on project-related issues,
3. Consecutive interpreting primarily for Project Director and for the project-related consultants or the staff during meetings, seminars, conferences and similar events,
4. Translate the documents planned to be used in project works,
5. Translate the documents, which have been published internationally and which will be used in project works,
6. Translate all kinds of documents sent to the PMSU from other Ministerial Units,
7. Archive all documents which are translated.

Required Qualifications:

1. Graduate of one of the following departments: American Culture and Literature, English Language and Literature, English Linguistics, or Translation and Interpreting (English), (20 points)
2. Minimum 2 years of experience in translating healthcare, economic etc. documents, (50 points)
3. Demonstrable experience in the field of consecutive interpreting (candidates will be subject to a consecutive interpreting exam during the interview), (25 points)
4. Experience in projects financed by the international organizations (European Union, World Bank, etc.) will be an asset, (5 points)

Project Management and Support Unit invites eligible individual consultants to express interest for provision of the above-mentioned services. Individual consultants wishing to submit expressions of interest are required to deliver their CVs, which show to what extent they have the qualifications in accordance with the order under the above heading of “qualifications” and will be prepared in line with the template in the Annex in Turkish, and their applications letters including phone number, address and Application Number (PYDB/2021/CS/P.3/IC/8 – Technical Language Translator) of the position applied and copies of the documents referred in their CVs such as diploma, certificate, reference letter etc. to the below addresses by means of mail, e-mail or by hand no later than 6.00 p.m. on 02.12.2021.

Selection of the consultant will be carried out in accordance with the procedu0res specified in Guideline on the Selection and Employment of Consultants by World Bank Borrowers of the World Bank published in January 2011 and revised in July 2014. Only shortlisted candidates will receive feedback.
