Project Background:
The purpose of the Iraq Governance and Performance Accountability (IGPA) project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, will work with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability, and economy. “Reform initiatives” includes support to improve service delivery functions, public financial management, and open government initiatives. IGPA will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly. IGPA has four (4) objectives:

- Enhance GOI service delivery capacity
- Improve public financial management
- Strengthen monitoring and oversight of service delivery and public expenditure
- Support Iraqi change agents (cross-cutting objective)
Purpose:
The Service Delivery Coordinator will act as a direct report to the Objective 1 Service Delivery Lead and assist in the planning and implementation of activities addressing the alignment of service deliveries with the priorities of provincial directorates. She/He will work within the designated regions to increase decentralization, expand service delivery responsibilities, and increase the capabilities of provincial governments to execute.
Responsibilities and Key Tasks:
The Service Delivery Coordinator will be responsible for the below tasks:
- Coordinate, with the Objective 1 Service Delivery Lead, the approach and implementation of service delivery capacity building in the designated regions and provinces.
- Under direct management of the Objective 1 Service Delivery Lead, coordinate the implementation of activities on a district level to service delivery, human resources, and management systems; including supporting local government organizations.
- Participate in preparing the annual plans for objective 1, including identifying the tasks, their timelines, deliverables and estimated budget in accordance with IGPA/Takamul AMELP indicators.
- Monitor the implementation of the activities in the work plan and prepare reports on the progress of work accordingly. And where needed, update the plan based on the progress of work and on any new priorities.
- Draft Request for Proposals (RFPs) and Scopes of Work (SOWs), provide technical support on bid evaluation committees, attend subcontractor kick off meetings, monitor subcontractor progress, address any challenges, and highlighting activity successes and lessons learned.
- Support in maintaining close relations with service delivery related stakeholders of the GOI including attending meetings, participating in trainings, soliciting feedback and inputs, and reporting those meeting objectives and outcomes to the Objective Lead and/or IGPA management.
- Participate in IGPA/Takamul team meetings.
- Coordinate the approach of Objective 1 goals and work collaboratively with other IGPA technical staff to support a well-coordinated technical approach across programmatic activities; and support in ensuring service delivery technical plans are effectively integrated into other technical component plans.
- Submit Al Jidara deliverables on a weekly, monthly, and bimonthly basis in reports to Objective 1 Service Delivery Lead. Weekly, monthly and bimonthly reports are to contain different sections as clearly identified in Annex C.
- Fill in information concerning objective activities and approvals required on the Project’s platform (TAMIS).
- Oversee vendor and STTA implementation, escalating any challenges or issues to the Objective 1 Service Delivery Lead.
- Conduct market research and vendor outreach to list potential service delivery vendors and submit an updated list to Objective 1 Service Delivery Lead.
- Support in the identification, based on a criterion developed, possible change agents and have those participate in service delivery activities to ensure a long-term champions of the change IGPA introduces though service delivery objective.
- Submit monthly timesheets broken down by day and approved by Objective 1 Service Delivery Lead.
- Other duties as assigned by Objective 1 Service Delivery Lead and/or the Program Manager.
Qualifications:
- Bachelor’s degree in a social science, economics, project management or engineering degree, Master’s degree preferred.
- 8-10 years of working experience with INGOs and USAID funded projects; working with a service delivery project will be preferred.
- Excellent communication and report writing capabilities
- Excellent organizational skills with a willingness to take initiative and be proactive in coordination with other technical staff
- Proficiency with MS Office software
- Excellent English writing, speaking, and reading skills
- Location in Baghdad is important
Location and Reporting:
The Objective 1 Service Delivery Coordinator will be based in Baghdad, Iraq and will report to the Objective 1 Service Delivery Lead and the related province Regional Programming Manager.
