ABOUT THE MISSION

Solidarites International (SI) is a well-recognised emergency humanitarian actor operating in Iraq since 2017 with strong expertise in WASH sector providing support to most vulnerable population affected by displacement and conflict. The organisation has had a continuous presence in Mosul areas (including the suburb Muhallabiyah), Sinjar, Baaj and in refugee camps in Dohuk governorate (Bardarash camp). The mission has constant presence of 9 expatriate presence in Erbil/Mosul/ Sinjar/ Bardarash

The organization is one of the main WASH actors in the country (notably in Ninewa plain and KRI), specialising in water supply and sanitation facilities rehabilitation, operation, and maintenance; distribution of hygiene items at the individual and household level; provision of hygiene awareness and promotion sessions in camps, schools, and households. Through the lead of two consortiums in the implementation of in-camp and out-of-camp WASH response during 2018 and 2019, Solidarités international was able to help providing assistance to more than 145,400 IDPs in the governorates of Ninewa, Baghdad, Salahaldin, Diyala, and Anbar. In September 2019, it has also conducted a quick WASH response in the camps of Ninewa, Salahaldin, and Baghdad with three partners reaching 16,054 individuals. Finally, SI has been providing WASH assistance in the refugee camps of Gawilan and Bardarash through due to the refugees’ influx from North-East Syria since 2019. The organization is well recognized and accepted in both camps from the beneficiaries and the camp authorities. Due to its capacity to mobilize funds rapidly, SI has since then built a strong positioning leading the WASH response in sites concerned by the refugees’ influx.

SI is implementing projects through 3 different bases:

  • Bardarash in KRI – in camp WaSH services for Syrian refugees
  • Sinjar/Baaj in GoI – recovery action for return areas through WaSH and livelihood activites
  • Mosul/Tel Afar in GoI – post-emergency WaSH assistance for population living in informal settlements

In Iraq SI is the lead of two WaSH consortium, one IHF funded and one ECHO funded mainly focusing on providing assistance to IDPs living outside of camp. SI is also implementing activities through a CDCS grant.

ABOUT THE JOB

General objective:

The program coordinator contributes to the development of Solidarités International strategy by proposing sector-based strategies for the whole activities.

He/she specifically the guarantor of the quality and suitability of proposed technical approaches and ensures the appropriateness between SI’s activities and general objectives and needs of the population.

He/she coordinates the project cycle and more particularly the operational monitoring of programs implemented in the intervention country.

He/she contributes to the capitalization process and the improvement of Solidarités International methods and techniques.

The main challenges:

  • Fast-growing mission in terms of sectors of activities and geographical coverage
  • Recent recruitments of key programmatic staff to help the development and structuration of the mission
  • MEAL Manager, WaSH technical advisor that need to be driven and supervised
  • Ground work to be done in order to structure MEAL and Program departments and equipped them with relevant tools, methodologies and guidelines
  • Stabilization of the bases and development of a clear programmatic strategy

Priorities for the 2/3 first months:

  • Structuration of MEAL and Program departments through development of specific ToR for MEAL Manager and WaSH Technical advisor
  • Development of a clear programmatic strategy on all bases and across all sectors of activities
  • Launch of 2 projects in Ninewa and follow up on the implementation
  • Build strong lesson learn on past projects

Management:

Position under hierarchical supervision of Country Director

Number of persons under direct management: 3 (Reporting and Communication Officer; WASH Technical Advisor; MEAL Coordinator)

Number of persons under functional management: 3

Budget:

The mission has secured several funding from IHF, ECHO, CDCs.

New funding opportunities will be looked for according to the needs identified

YOUR PROFILE

Education:

Bachelor’s Degree (or equivalent) in International Relations, International Development, Humanitarian Studies, Logistics, Business, Management, or other related sectors

Experience:

  • 5 years of professional experience in humanitarian environments.
  • Experience in post-conflict contexts.
  • Previous experience in insecure and access-hindered environment required.
  • Previous experience in security analysis and management is highly desired.
  • Experience in working in Iraq is a strong asset

Skills:

  • Good knowledge of SI processes and available tools
  • Experiences in multi-sectoral project managements (WaSH, FSL)
  • Previous MEAL experience
  • Capacity to work closely with bases and support departments
  • Capacity to develop a sound programmatic strategy in close collaboration with bases
  • Problem solver, organization skills, methodology and flexibility

Language:

  • Fluent English (written, spoken and read)
  • Knowledge of Arabic is an asset
  • Knowledge of French is an asset

SI WILL OFFER YOU

A salaried post:
Starting from 2640 euros gross per month (2400 euros gross per month + 10% annual leave allowance paid monthly i.e.) and valorization according to experience (+100€/year of humanitarian experience on an equivalent position and +50€/year of humanitarian experience on a non-equivalent position)

The perdiem rate for Iraq is 750 USD a month.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract**.**

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

There are good living conditions in Erbil

Expats live in a fully equipped guest house located in Ankawa neighborhoods, 5 to 10 minutes from the office by walk. It is possible to walk around the neighborhood and there are many shops and restaurants. There are parks in the city where you can walk or go running, and many malls and shops which sell a very large variety of goods.

Expats can face street or taxi driver harassment. It is recommended that expats do not walk alone late at night or take unknown taxis on their own.

Due to access constraints and current COVID restrictions, movements outside of KRI are limited

SECURITY

Erbil security situation is stable, however the situation is prone to changes due to the political situation. Though the living environment in Erbil feels safe, there are still risks, including the risk of car accidents, robbery/theft and sexual harassment. The major risks currently are from ‘wrong time, wrong place’ incidents, such as small arms fire resulting from personal disputes. There is no curfew in Erbil. In general in KRG, movements are not restricted and do not usually require additional access letters of permission from LAs.

COVID 19 :

Solidarités International recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
