Agriculture and Livelihoods (AMAL) Project Coordinator – Iraq Kirkuk – National Position


Job Description

Generic responsibilities

  1. Line management of the Agricultural component project field staff (officers and Assistants) and transferring of key technical skills to supervised staff;
  2. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies;
  3. Contributing to the development of Area and Livelihoods strategies, initiating and participating in the development of relevant livelihoods projects, project proposals and providing input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programs;
  4. Managing and implementing project activities, the budget and project documentation as delegated by the PM in line with proposals, strategies and donor requirements and ensuring high technical quality;
  5. Providing regular progress reports to Project Manager, Area Program Manager, Area Manager, Specialist and the AMAL Core Team;
  6. Promoting and sharing ideas for improvement and necessary changes in the project activities;
  7. Ensuring capacity building and technical backstopping of project staff;
  8. Liaising and collaborating with relevant local authorities and other key project stakeholders;
  9. Promoting the rights of IDPs/returnees in line with the advocacy strategy;

 

Specific responsibilities

    1. Budget management: Ensuring budget management in cooperation with the Project Manager and submitting regular spending plans; developing work plans for the field teams and following up with progress daily; budget holding when delegated to this responsibility; developing procurement plans and ensuring that procurement is done in time; providing monthly activity reports and donor reports; contributing to the proposal and budget development.
    2. Donor compliance: ensuring donor rules and regulations are followed and all necessary documentation is uploaded in the NRC intranet.
    3. Program quality: ensuring quality data collection, business development, input support schemes, skills training and distributions (cash/in-kind) are according to Standard Operating Procedures with correct accountability measures in place.
    4. Monitoring and Evaluation: with support from the AMAL Project Manager, Specialist and Monitoring and Evaluation, ensure that the following activities are implemented according to the workplan: market assessments; beneficiary assessments and verification; Post Distribution Monitoring surveys; and endline surveys. Ensuring reporting tools are in place for daily tracking of activities/training/distributions.
    5. Overall coordination of beneficiary selection processes; ensuring there is a communication strategy with beneficiaries in place as well as a functioning complaints mechanism.
    6. Supporting the identification and procurement of training service providers, while putting in place systems to ensure quality.
    7. Coordinating with the Logistics, Finance and Security departments to organize activities.
    8. Representing NRC in external meetings as needed, primarily with the Ministry of Agriculture and any governorate level coordination mechanisms for agriculture and livelihoods.
    9. Cooperating closely with counterparts from other NRC core competencies to identify opportunities for integration/synergy of NRC services alongside agriculture and livelihoods.
    10. Applying the NRC Community Engagement Approach ensuring farmers, farmer associations and business associations play an active role in the implementation of the project.
    11. Contributing to the design and implementation of business-focused and community-based soft-skills training programmes.

 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: Project Manager and Livelihoods Specialist; Area Manager and Area Program Manager; Core Competency teams and AMAL project staff.
  • Area operations: Support Coordinators (field office coordinators); Core Competency Coordinators.
  • Staff capacity building:  Project Manager; Officers.
  • Implementation:  Project Manager.

  1. Professional competencies

Generic professional competencies for this position:

  • Minimum 2-3 years of experience working on agriculture (agronomy/agricultural extension/horticulture) and/or Livelihoods project implementation position in a humanitarian/recovery context.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • University degree or higher education relevant to the assignment (agriculture -agronomy/agricultural extension/horticulture/animal science)). Proven work experience will be considered as a substitute for formal education.
  • Previous experience working in complex and volatile environments.
  • Familiar with the line management of staff and work plan coordination.
  • IT competencies including MS Office.
  • Fluency in English and Arabic both verbal and written.

 

Context related skills; knowledge and experience

  • Experience with market assessment approaches,
  • Experience with small-scale income-generation activities.
  • Experience with community-based projects/activities.
  • Experience working with vulnerable groups; able to demonstrate conflict sensitivity, compassion, discretion.
  • Skills in monitoring and evaluation would be beneficial.
  • Experience with multi-sectoral and integrated Cash and Livelihoods programming.
  • Professional knowledge of cash transfer modalities/systems.
  • Experience with early recovery /reconstruction projects is an asset.
  • Familiarity with the UN Cluster system and response coordination mechanisms.

Contract Duration: 1 year
Duty Station: Kirkuk/Hawija – Iraq

Salary: G7/S1, According to NRC’s Iraq salary scale and terms and conditions.
