1.Context

Working in France and 64 countries worldwide, Doctors of the World – Médecins du Monde (MdM) is an independent international movement of campaigning activists who provide care, bear witness, and support social change. Through our 355 innovative medical programmes and evidence-based advocacy initiatives to enable to access health and fight for universal access to healthcare.

MdM is a network of seventeen (17) independent chapters working in various countries, including France and Canada. It has over 15 years of experience running programmes in the Middle East region, with interventions implemented in Iraq, Lebanon, Syria, Jordan, Turkey, Yemen and the Occupied Palestinian Territories.

Brief presentation of the project

The current project which will be evaluated is the continuation of previous projects already implemented in Iraq by MdM and funded by Global Affairs Canada (GAC). In order to reduce the morbidity and mortality of the conflict-affected population in Iraq, MdM supports local health authorities in providing quality PHC services, including MHPSS and Gender Based Violence (GBV) response, and continues to strengthen the capacities of local public health authorities. Target populations include IDPs, Yezidi people in situation of protracted displacement, host communities and returnees in the governorates of Dohuk, Ninewa and Kirkuk.

In the frame of the project, MdM supports the DoH in Dohuk, Kirkuk and Ninewa governorates and 12 PHCCs identified jointly with concerned DoH, to provide quality care and respond to health needs of IDPs, returnees and vulnerable host communities.

At PHCC level, MdM supports the identified facilities through joint supervision with the DoH authorities to ensure a quality health service delivery which includes: the implementation of national policies, guidelines and tools; provision of Sexual and Reproductive Health (SRH) services; treatment of communicable diseases and non-communicable diseases; pharmacy management and timely orders based on monthly consumption; a workable and global referral system within the PHCC for general, SRH, MHPSS and GBV consultations; a referral pathway to partners and secondary health facilities; and a gender-responsive approach at PHC level.

MHPSS services are considered part of the Basic Health Support Package provided by the MoH at the Iraqi level. Therefore, MHPSS services are provided according to the multi-layers’ services provision. These services package include mainly “Focused Non-specialized services” where the MHPSS services are provided at the PHCC level, aiming to increase the awareness about the MHPSS services within the target population in order to overcome the stigma of such kind of services. The second type of service is responsive, which aims to work with people who are suffering from emotional and behavioural problems. Individual counselling and group sessions are implemented. In addition, a referral system for people in need of secondary mental health services and non-medical types of services is established in supported PHCC.

Moreover, as part of MdM strategy in strengthening the health system, a package of trainings is delivered to local service providers at the PHCC level. These trainings are aiming to build the capacities of the DoH staff and are to be followed with a continuance supervision to ensure the quality of the provided services.

MdM integrates GBV support within the PHCC general health services, SRH and MHPSS services. MdM’s response also addresses physical and sexual violence’s response needs. To be able to achieve this, MdM is focusing on supporting health care providers of DoH and local NGOs for case detection and referral. Therefore, the GBV activities are integrated into the general health services and MHPSS activities. As to increased use by IDPs, returnees and vulnerable host communities, especially women and girls, of GBV response services, MdM is:

  • Ensuring that national/international policies, guidelines and tools on GBV response are available and implemented
  • Building the capacity on GBV prevention and response services among MdM and 96 DoH staff through 8 training sessions
  • Conducting awareness sessions on GBV to partner and to at least 660 community members (33 sessions with 20 community members in each session)
  • Providing core medical and MHPSS services to 126 GBV survivors in PHCC through integrated services
  • Establishing a referral system.

2.Objectives of the consultancy

MdM, in the framework of this project, is looking for (a) consultant(s) to:

  • Identify the strengths and weaknesses of the project
  • Provide recommendations for reviewing, adapting and strengthening quality improvement for the second phase of the project

To meet these objectives, 3 main areas of focus are identified as follows:

  1. To evaluate the relevance of our approach regarding health system strengthening, including capacity building of DoH staff
  2. To evaluate the relevance of the planned activities for community mobilisation / community health tailored after the community profiling
  3. To evaluate the extent to which GBV is integrated into the implementation of our activities

The maximum total budget available for this consultancy is 24.000,00 EUR, VAT included.

3. Sought after profile

The skills required for the mission are:

  1. Experience in health project evaluation, ideally from a public health perspective
  2. Strong experience in humanitarian project evaluation
  3. Ideally an experience in mental health and psychosocial support project evaluation
  4. Good knowledge of gender approach is an asset
  5. Strong knowledge of the regional context
  6. Fluency in Arabic (at least 1 team member) and English (all team members) for the field-based positions is highly recommended
  7. Flexibility, autonomy, diplomacy that are essential traits of the ideal candidates
  8. Strong analytical skills and a self-sufficient way of working
  9. All proposed team members of this study are able to present/visit and stay in Iraq, during the proposed time period of this evaluation. The field staff of the proposed team should ideally be present and/or able to travel inside Iraq, including Kurdistan Region of Iraq (Duhok and Erbil governorates) and Federal Iraq (Ninewa and Kirkuk governorates).
